Option years may be exercised based upon satisfactory contractor performance, mutual agreement between the Contractor and USG, continued Mission requirements and the continued availability of funds. 7.PLACE OF PERFORMANCE: Islamabad, Pakistan - with possible travel as stated in the Statement of Duties 8.SECURITY LEVEL REQUIRED:SECRET 9.AREA OF CONSIDERATION:U.S. Citizens 10.STATEMENT OF DUTIES: A.Basic Function of the Position: The Partner Liaison and Security Advisor (PLSA) is responsible for liaison and coordination between U.S. Government agencies, Implementing Partners (IP), host Government entities, and international donor organizations. USAID/Pakistan Office of Executive Management (OEM), Partner Liaison Security Office (PLSO) reports to the USPSC Security and Vetting Specialist, and provides oversight of the daily and weekly incident summaries and maintains a database cataloging all critical incidents by date, type and provincial location. Supervising and supported by the Cooperating Country National Personal Services Contractor (CCNPSC) Partner Liaison Security Specialist (PLSS), the incumbent serves as the primary point of contact for the PLSO and provides a high level of safety, security, and operational support to USAID/Pakistan's personnel and Implementing Partners (IPs) through proactive engagement to include meetings, site visits, and through written/oral communication. The incumbent will travel to USAID/Pakistan program activity implementation sites within the parameters established for in-country travel consistent with U.S. Embassy travel policy. Additionally, the position will backstop the current Security and Vetting Specialist on a limited basis, as needed. This position will require a Secret clearance. B. Major Duties and Responsibilities: 50% - Safety and Security support to IPs: The PLSA serves as USAID/Pakistan's primary security liaison with Implementing Partners (IP), UN agencies, NGOs, host Government entities throughout Pakistan, international donor organizations, and other entities, as needed. The incumbent works closely with the U.S. Embassy to Pakistan's Regional Security Office (RSO), IPs, and senior staff from various U.S. Government agencies and others, as required, to support USAID/Pakistan's programmatic responsibilities. Specifically, the incumbent will: •Provide technical security guidance, advice, and training to IPs based on subject-matter-expertise to help ensure the successful implementation of USAID funded programs in Pakistan •Assist the USAID/Pakistan contracting office by performing reviews of IP's Security Plans and making suggestions for improvement when necessary •Maintain database of key IP personnel including chief of parties, deputy chief of parties, and security managers •Oversee the daily dissemination of an unclassified threat summary report to IPs •Conduct security orientation briefings with IPs, as well as assessments and inspections of IP project locations (when able based on security restrictions) •Conduct informal site visits with IPs, UN agencies, NGOs, host-government entities, international donor organizations, and other organizations, to address any security concerns and obtain security-related information as it pertains to USAID IPs and projects (when able based on security restrictions) •Assist with and encourage IPs to submit timely and accurate incident reports •Represent USAID/Pakistan's PLSO in meetings held by IPs, UN agencies, NGOs, host-government, and other entities •Coordinate with senior and mid-level host-government Military, Police, and Security Officials on security concerns and threats toward USAID personnel and IPs •Provide detailed written assessments, analysis, and reports following site visits, meetings, or engagements •Provide a weekly security incident summary report to USAID Office of Security •Maintain the Short Message Service (SMS) notification system to send alerts and warnings to IPs in security and emergency situations •Responsible for proper execution of notification and accountability procedures to USAID/Pakistan's IPs 25% - Safety and Security support to USAID/Pakistan personnel: •Coordinate with U.S. Embassy to Pakistan's RSO to ensure compliance of USAID/Pakistan personnel with security policies and procedures. Serve as USAID/Pakistan's subject-matter-expert (SME) on, and primary point of contact for, U.S. Embassy security policies and procedures. •When needed, disseminated critical security and threat information to USAID/Pakistan personnel •Develop, maintain, and execute security and evacuation plans for USAID/Pakistan personnel •Serve as a Senior Floor Warden for USAID/Pakistan, and maintain oversight for USAID/Pakistan's participation in the Embassy Floor Warden System. May serve on the U.S. Embassy's emergency response team •Conduct site visits to USAID guesthouses and USAID-hosted events to ensure appropriate safety and security measures are in place •Assist USAID/Pakistan personnel with the travel request clearance process to facilitate approval by the RSO •Oversee the maintenance and issuance of USAID/Pakistan's personnel recovery equipment •Interface with RSO on Personnel Locator Tracker (PTL) activities •Maintain the Short Message Service (SMS) notification system to send alerts and warnings to USAID/Pakistan personnel in security and emergency situations •Responsible for proper execution of notification and accountability procedures to USAID/Pakistan personnel 10% - Serve as back-up to the USPSC Security and Vetting Specialist On a limited basis, the incumbent will serve as temporary backup to the Security and Vetting Specialist. Specifically, the incumbent may: •Provide supervisory oversight of the Vetting Support Unit (VSU), consisting of up to four CCNPSC Vetting Specialists/Assistants. The VSU supports USAID's Office of Security in the clearance of active and potential IPs. •Represent the PLSVSU at meetings and events •Update and advise the USAID/Pakistan Mission Director and/or Deputy Mission Director(s) on security and vetting-related issues The incumbent must use judgment and creativity in interpreting and adapting guidelines and, in many instances, must establish criteria and propose new ideas for resolving problems. S/he must have the ability and the flexibility to complete assigned tasks and respond to new requirements on extremely short notice. C. Direct Supervisor: USPSC Security and Vetting Specialist, Office of Executive Management, Islamabad, USAID/Pakistan. D. Supervisory Control: Minimum. Work Experience: A minimum of five years of experience in a police, military, or security-related field, where analysis of security threats constituted an important component of the work, is required. At least one year of experience in supporting or managing safety and security operations of medium to large sized organizations overseas is required. Experience working in post-conflict and/or post-natural disaster countries, such as those receiving emergency relief, humanitarian assistance, and/or reconstruction, is required. Only offerors clearly meeting the above minimum qualifications will be considered for further evaluation. Visas, Security and Medical clearances: The ability to obtain the required visas and security and medical clearances in a reasonable timeframe is considered a minimum qualification. See Section V. III. EVALUATION AND SELECTION FACTORS Selection Process and Basis of Evaluation: Offerors who clearly meet the aforementioned minimum education and work experience qualification requirements may be further evaluated through review of the offeror's submitted required documents (see section IV below) and ranked based on the below evaluation and selection factors. A competitive range will be established of the highest-ranked offerors, who may be further evaluated through technical tests, interviews, and reference checks to determine the most qualified/highest-ranked offeror. Reference checks may be conducted with individuals not provided by the offeror, and without prior notification to the offeror. Any offeror not receiving satisfactory reference checks will no longer be considered for the position. Negotiations may be conducted with the most qualified/ highest-ranked offeror at the conclusion of evaluations. Education (10 Points): A Bachelor's degree or higher in a field of study relevant to the Major Duties and Responsibilities of the position, such as Law Enforcement/Criminal Justice, Political Science, International Relations, Management, Business, or a Social Science, is required. Additional education, such as a Master's degree or Ph.D., in a field of study relevant to the Major Duties and Responsibilities of the position is desired. Knowledge (30 Points): Demonstrated knowledge regarding what a comprehensive safety and security operations plan should contain and how it should be managed on a day-to-day basis is required. Advanced knowledge of safety and security operations planning is highly desired. Basic knowledge of generic safety and security protocols in high risk environments is required. Advanced knowledge in these areas is highly desired. The incumbent should have, or be able to rapidly acquire, the knowledge of how to identify and forecast future safety and security trends and concerns which may affect IP operations and proactively address those whenever required. Knowledge of the political situation and security risks particular to Pakistan is desired. Skills and Abilities (30 Points): Demonstrated ability to work effectively and efficiently with a broad client base, including inter-agency and host country counterparts, on safety and security related issues is required. Ability to interface and work professionally with internal and external contacts under high-stress and crisis situations is highly desired. Ability to build networks with internal and external entities, Embassy personnel, other USG agencies, host country government, NGOs, and local officials, is highly desired. Demonstrated skills in effectively collecting, synthesizing, and presenting information from diverse sources are essential. Ability to manage employee and implementing partners' personal and sensitive information in a professional manner is required. Ability to work independently, prioritizing and completing tasks with minimal supervision, is essential. Ability to communicate effectively both orally and in writing is essential. Ability to act proactively and creatively to meet security needs of organizations operating in non-permissive and insecure environments is desired. Total points = 100 IV. V. PRE-AWARD DOCUMENTATION / LIST OF REQUIRED FORMS FOR PSC HIRES Once the Contracting Officer (CO) informs the successful Offeror about being selected for a contract award, the CO (or his/her designee) will provide the successful Offeror instructions of how to complete and submit all required forms, to include the below: 1. Medical History and Examination Form (Department of State Forms) 2. Questionnaire for Sensitive Positions for National Security (SF-86), or 3. Questionnaire for Non-Sensitive Positions (SF-85) 4. Finger Print Card (FD-258) 5. Pakistan and United Arab Emirates (UAE) Visa application forms Timely and accurate completion and submission of the required documents are needed to obtain the necessary Visas and Security and Medical Clearances. Failure of the selected offeror to accurately complete and submit required documents in a timely manner may be grounds for the CO to rescind any conditional pre-contract offer letter and begin negotiations with the next most qualified/highest ranked offeror. Selected offerors who are unable to obtain required Visas, Security and Medical Clearances in a reasonable timeframe will be considered un-qualified for this position. Within 2 weeks after written notice from the CO that all required Visas and clearances have been received, or unless another date is specified by the CO in writing, the selected offeror shall proceed to Islamabad, Pakistan to perform the services specified in section I, item 10. VI. Basic household furnishings will be available in quarters to be provided by USAID. FICA and federal income tax will be withheld by USAID. U.S. Resident hire PSCs are not eligible for any fringe benefits (except contributions for FICA, health insurance, and life insurance), including differentials and allowances. Pakistan is a no-dependent post - meaning that, except in very limited situations, spouses or domestic partners are not allowed to co-habitat (e.g. live with) employees. More information regarding housing and security policies can be shared with offerors during interviews. VII.
