RFI IT Recruitment / Fellowship Program Strategy 2 Department of Veterans Affairs IT Recruitment / Fellowship Program Strategy Request for Information April 26, 2018 RFI Instructions: This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. *Please Note: VA may elect to contact individual companies based upon the content of their RFI submission. VA may engage these companies to gather further information through email correspondence, telephone calls, virtual or physically located meetings, or other means. It is requested that all companies capable of providing recruitment and retention solutions to attract, hire, and retain cybersecurity employees at the entry level that meets the requirements outlined at Section 3 below please note their interest and submit a capability statement detailing their proposed long term recruitment solution and capabilities. Cleary indicate in your response any requirements that cannot be satisfied and why. The Government is seeking as much information as possible and a complete response from industry to this RFI during this market research activity may assist the Government in developing its acquisition strategy and finalizing any PWS. The page limit for RFI responses is 15 pages. Capability Statement The mission of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT) is to provide benefits and services to Veterans of the United States.   In meeting these goals, OIT strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner.   VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. In order to achieve its mission, OIT must be able to attract and hire IT top talent at the entry level, as well as more experienced talent that can lend their subject matter expertise to current initiatives. Across the United States, there is a high demand for cyber and IT talent, but demand outstrips supply. In addition, VA is competing with other Federal agencies, as well as the private sector, to attract this limited pool of talent. As a result, OIT must have a strategy in place to recruit top talent and needs to leverage the hiring tools and flexibilities at its disposal to bring that talent on board. Based on market research conducted to date, VA has identified Partnership for Public Service (PPS) as the only organization that is capable of satisfying VA s recruiting challenges through its Cybersecurity Fellowship Program and Federal Student Ambassadors Program. These programs will build the necessary foundation, and PPS is uniquely positioned to leverage its experience working with its network of universities and other Federal agencies to help OIT attract top talent and build a sustainable IT talent pipeline. Submit a capability statement describing your company s ability to meets the following requirements: Address immediate hiring needs by providing an approach to assist VA in the recruiting and hiring of entry-level cyber talent under the Schedule A(r) hiring authority; Develop a long term plan to recruit and retain cyber security talent through a comprehensive recruiting strategy, utilizing relationships with a network of talent sources including colleges and universities, in which OIT can create a sustained presence on campuses throughout the nation.
