- The U.S. Department of Interior, US Geological Survey (USGS) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the potential need for the purchase of a telemetry positioning system. The U.S. Geological Survey, Columbia Environmental Research Center, is involved in cooperative studies with the Upper Midwest Environmental Sciences Center and the U.S. Army Corps of Engineers. These studies involve monitoring the behavior of invasive bigheaded carps exposed to acoustic barriers in pond mesocosms. Results of these studies will aid in the implementation of large scale acoustic barriers in the field. The USGS requires the acoustic telemetry technology to continuously monitor the positions of all sizes of carp from adults through early stage juveniles. The technology must be able to precisely document location, movement, and schooling behavior in relation to experimental sound intervals being broadcasted in laboratory mesocosms. Direct visual or video observation using standard technology is not possible due to high turbidity and will not yield the resolution necessary to determine subtle behavioral responses to each swath of sound exposures. The only technology that currently exists to monitor and document fish movement and behavior at larger spatial scales is acoustic telemetry positioning. The U.S. Geological Survey, Columbia Environmental Research Center requires a telemetry positioning system for the precise location and positioning of implanted miniature acoustic transmitters in carp. The system must be able to reliably resolve the identity and location of multiple transmitters operating simultaneously at high burst rates in close proximity to resolve individual and group behaviors. The system will be installed and used in pond mesocosms. The system must have demonstrated capability to perform in controlled mesocosms producing precise data identifying fish location, depth, movement, and schooling behavior over a period ranging from one to six weeks. System must include receiver cable of integrating at least 16 hydrophones, 16 hydrophone with 250 to 500 feet of cable, an integrating pc-based operating and data storage system and all interface cables, and systems for activating and detecting activated transmitters. System Specifications: 1) Acoustic receiver capable of detecting, identifying, and precisely resolving the position (1-2 meter or better) of more than 20 transmitters operating simultaneously at high burst rates (<15 sec.), assuming optimal hydrophone arrangement with minimal loss of data due to interference or code collision; 2) Acoustic receiver capable of detecting signals form a minimum of 16 hydrophones with the ability to integrate receivers to monitor additional hydrophones with future system expansion; 3) Acoustic receiver and transmitters operating in the frequency range of greater than 300 kHz and less than 400 kHz. 4) Detect and resolve individually coded and identifiable acoustic transmitters; 5) Field replaceable hydrophone elements that can be detached from receiver cabling; 6) Hydrophones capable of operating with cable lengths out to 500 meters minimum; 7.) Provide a Windows PC-based interface to allow operation of the device, and remotely capture and store detection data. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334220. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
