- Qiagen Instrument List PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a firm-fixed price, indefinite delivery/indefinite quantity sole source contract with one (1) base year and four (4) option years with Qiagen Inc., 27220 Turnberry Ln. Valencia CA 91355. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516; the size standard is 1,000 employees. The FBI Laboratory Division (LD), DNA Casework Unit (DCU) has a need for a Service and Maintenance agreement for maintenance, repair and calibration of 37 pieces of Qiagen equipment currently in use at the Laboratory in Quantico, VA, and at the Terrorist Explosive Device Analytical Center (TEDAC) in Huntsville, AL. In order to have these instruments in service for casework, regular maintenance and timely service repair are not only necessary to obtain reliable results, but they are also required by accrediting forensic organizations. Qiagen Inc. is the only company certified to repair, calibrate and maintain Qiagen -manufactured instrumentations. Attempts to perform any repairs, calibration or preventive maintenance by organizations other than Qiagen Inc. immediately voids any Qiagen warranties. Qiagen Inc. is the sole manufacturer or replacement parts and as such m they are not available from any other source vendor. Maintenance requirements: 1. One preventive maintenance visit per piece of equipment per year 2. Replacement of malfunctioning components 3. Service repair response time of 2 business days after receipt of service call 4. Service must include all labor, repair, parts and travel - onsite repair, service and inspection/maintenance 5. Service and repairs must be performed by specially trained and equipped Qiagen personnel 6. Unlimited telephone and e-mail support from the Technical Service Team The equipment to be covered under the contract includes, but it is not limited to the list provided as Attachment 1. Market research has determined that the DCU requirements can only be met by Qiagen Inc. as the sole provider of service agreements covering their products. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 3 May 2018, by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
