Description
The USDA ARS - WBSC intends to award a sole source Labor Hours Fixed Rate Purchase Order (PO) with NTE Amounts to OSBORN SPRAY SERVICE, INC (OSBORN), 934 Diablo Road, Danville, CA 94526. This order maintains the continuity of a CALIFORNIA LICENSED PESTICIDE APPLICATOR to provide weekly scheduled services for five (5) Greenhouses in support of USDA ARS, Western Regional Research Center (WRRC), Crop Improvement Unit (CIU) & Bioproduct Research Unit (BRU), Albany, CA. This Labor Hour Fixed Rate PO with NTE Amounts will include the following: 1) BASE YEAR - PESTICIDE APPLICATOR SERVICES for the following USDA ARS, WRRC, Crop Improvement & Genetics (CIG) and Bioproduct Research Unit (BRU) Greenhouses: a. CIG/BRU southeast greenhouse with 2 rooms. b. CIG greenhouse "59" with one room. c. CIG/BRU roof greenhouse complex with 4 research rooms and a large headhouse. d. The CIG "new" greenhouse. e. The Plant Gene Expression Center (PGEC) greenhouse complex 2) The Pesticide Applicator must have and maintain a current Qualified Applicator Certificate rendered by the California Department of Pesticide Regulation under Category J (Demonstration and Research) to perform this role. (A minimum of two years of greenhouse experience in desired.) 3) The Pesticide Applicator shall: a. Communicate & Work with USDA ARS, WRRC CIG/BRU research personnel & Pesticide Advisor who manages the Greenhouses, except for the PGEC Greenhouse complex. b. Apply pesticides, purchased & provided by USDA ARS, WRRC CIG/BRU thru the Pesticide Advisor, weekly as scheduled in accordance with all applicable laws and in a manner consistent with Integrated Pest Management guidelines. Shall notify the USDA ARS, WRRC CIG/BRU & Pesticide Advisor when pesticides supplies are low & need to be replenished. c. Complete pesticide application logs for each calendar month & Report pesticide use as required by State or Local ordinance. d. Comply with EPA and state requirements for accurate record keeping, hazard communication and waste disposal including posting of appropriate signs clearly stating the pesticides used and the date and time reentry is permitted. e. Maintain Government furnished spray equipment until no longer serviceable 4) FOUR (4) OPTION YEARS - PESTICIDE APPLICATOR SERVICES UNTIL APRIL 2023. USDA ARS, WRRC, CIU & BRU's Greenhouses has been serviced by Osborn Spray Service (Osborn) since 2009, providing custom & unique pesticide application services as required & provided by the USDA Greenhouse Pesticide Advisor. Currently, Osborn has been the only service within a wide region that can provide pest control to all the plant species that are subjects of USDA research; and they have a high degree of familiarity with not only pesticide labels, but principles of integrated pest management applied specifically to the crops/species listed below including the use of beneficial insects and biocontrol agents. Also, Osborn has been the only vendor capable of fulfilling & adhering to the required EPA, State & Local compliance requirements & regulations, in support of USDA ARS, WRRC's ongoing research. USDA WRRC's crops/species include tomato, wheat, maize, camelina, citrus, switchgrass, arabidopsis, sorghum, millet, tobacco, potato, and others. The pathogens present include fungi, bacteria, and viruses that cause meriad diseases. The insect pathogens present include fungus gnats, spider mites, and white flies. Some of these insects are themselves vectors for viral and bacterial pathogens. USDA WRRC's mission critical experiments have been and still are conducted by approximately 20 plant scientists across three research units; which are ongoing continuously in the five (5) greenhouse complexes as mentioned above. An outbreak of powdery mildew or other pest can invalidate an experiment resulting in loss of years of research progress in some cases. Thus, an adequate control of these pests using the principles of integrated pest management involves a high degree of coordination with the local Pesticide Advisor and greenhouse staff who perform pathogen detection and diagnoses. Osborn's long-standing history of working onsite with USDA WRRC gives them invaluable knowledge of specific crops and the needs of each of these crops. Crops and pests are constantly changing and rotating and because of their long-standing service here, Osborn stays current with the changes. They have proven to employ trusted personnel, which is important since they work on-site after-hours and unsupervised. USDA ARS, WRRC have a well-established highly functional system in place and Osborn knowledge and history has been, and still is critical to our success. Overall, they provide high quality, site- specific pest control that is imperative to the success of our research crops. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about May 1, 2018 and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 9:30AM PST, April 30, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
