- Notice Type: Small Business Sources Sought Reference Number: NIHNLM201800053. Description: Establish Dark Fiber Connectivity. Synopsis: This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION EXISTS AT THIS TIME. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; (8)a small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The North American Industry Classification System (NAICS) code is 517311- Wired Telecommunications Carriers with a small business standard of 1,500. Background: The National Library of Medicine (NLM) plans to continue to make use of the Next Generation Internet/Internet2 services available through the Mid-Atlantic Crossroads (MAX) organization, part of the University of Maryland College Park, via its primary connection, for continued access to the domestic and international research and development advanced networking community and requires this dark fiber connection to provide continuity of operations. Objectives: The contractor shall support NLM in the above efforts. This is a contract request to provide a single long-haul dark fiber pair from the NLM located in Bethesda, MD to the MAX network point of presence (POP) located on the University of Maryland College Park Campus. Interested firms responding to this sources sought notice shall adhere to the following to include: (a)Dark fiber (i.e. fiber unit-by-electronics) for a single connection between the National Library of Medicine (NLM) Telephone Equipment Room Building 38A 8600 Rockville Pike, Bethesda, Maryland 20894 (NPA/NNX 301/435) and the Mid-Atlantic Crossroads (MAX) consortium facilities located at the University of Maryland Computer and Space Sciences Building, Building #224 Room 0312B, College Park, MD 230742-2411 (NPA/NNX 301/405). Service includes 10 system agents. Description- can use up to 10 of the Global System Agents managed by Nephos6, can monitor up to 10 URLs per system agent, each URL polled as often as every 5 minutes. (b)The Dark fiber must be installed and tested at a level that will ensure fiber meets 100G data transfer standards, with minimal Db LOSS. Certified test results shall be provided to NLM upon completion. (c)Clearly defined maintenance intervals and notification windows. This shall include the identified maintenance classification and the lead time for notifications sent to customers. (d)Clearly defined process for NLM to directly report incidents or outages. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements. The capability statement shall be in sufficient detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm. Responses to this announcement should include: (1) name and Address of the Organization, (2) socio-economic status type, (3) point of contact with name, title, phone, fax, and e-mail, (4) DUNS number, (5) contractor capability statement addressing the requirements, (6) list of organizations to whom similar types of services have been previously provided to include contract number, dollar value, and name and phone number of contracting officer. Please Note: All businesses must be registered within the System for Award Management (www.sam.gov). Interested sources are required to send all capability statements to Anthony Best, Contract Specialist, by email (faxed will not be accepted) to besta@mail.nih.gov no later than Thursday, May 3, 2018 at 4:30 PM Eastern Standard Time.
