- This is an announcement is a Special Notice/Intent to Award to Internet 2 and directing interested parties to the FedConnect web page at https://www.fedconnect.net/FedConnect/ where details of a U.S. Geological Survey (USGS) Request for Quote (RFQ) 140G0118Q0234 may be viewed. This Special Notice/RFQ constitutes the only solicitation. Firm, Fixed-priced quotes are being requested for Internet 2 Service for the USGS/EROS portion of this requirement. Period of Performance is Date of Award for Calendar Year 2018. See the Statement of Work Detail as included with the attached RFQ. This Service is for the USGS/EROS, 47914 252nd St. Sioux Falls, SD 57198. The posted RFQ contains a description of the requirement, Instructions to Vendors, and applicable clauses. It is believed that Internet 2 is the only Service that can fulfill this requirement. As the Sole Source Justification states in part: ¿The Internet2 Network, through its regional network and partners, connects over 60,000 U.S. educational, research, government and "community anchor" institutions, from primary and secondary schools to community colleges and universities, public libraries and museums to health care organizations. The Internet2 community develops and deploys network technologies for the future of the Internet, specifically large-scale network performance measurement and management tools, secure identity and access management tools, and capabilities such as scheduling high-bandwidth, high-performance circuits. The Internet2 network provides routing for approximately 75% of the USGS/EROS Wide Area Network traffic, leveraging networking paths for the United States and International Centers that support current missions, including traffic from the Landsat Project, the Land Processes Distributed Active Archive Center (LP DAAC) Project, the Spatial Data Warehouse (SDW) Project, and the Long Term Archive (LTA) Project. These paths also give the USGS the capability to support the Sentinel-2 mission. Access to an IP and an Ethernet network service, with the ability to recover the network backbone in the event of a cut fiber or similar issue. The IP service will automatically route around faults in the network to reachable destinations. The Ethernet service enables users of that service to configure back up paths through the network, so that if the primary path goes down, the backup path will automatically be utilized. These capabilities are limited to the Internet2 network itself and do not include off-network third party connections or to items impacting single access ports. ¿ All vendors who believe they can fully meet this requirement, have a valid Dun and Bradstreet Number (DUNS) and are registered in SAM.gov are invited to submit electronic quotes for this posted RFQ. NAICS code for this acquisition is 517919 and 611310. Quotes are due via email to chieb@usgs.gov no later than Monday, April 30, 2018 at 1:00 PM EST.
