N0016418RGP50 - TR-343 SONAR TRANSDUCER SHIPSETS - FSG - 5845 - NAICS - 334511 Anticipated Issue Date 15 MAY 2018 - Anticipated Closing Date 18 JUN 2018 - 2:00 PM EST Naval Surface Warfare Center Crane Division has a requirement for the fabrication, assembly, inspection, test and delivery of TR-343 Sonar Transducer Assemblies by shipsets. The TR-343 Transducer is used in the AN/SQS-53C Hull Mounted Sonar Array Subsystem, AN/SQQ-89(V) Anti-Submarine Warfare (ASW) System. A shipset consists of 576 TR-343 Sonar Transducers The anticipated Contract Line Item Numbers (CLINs) and estimated quantities are as follows: CLIN 0001 TR-343 Sonar Transducer First Article Unit, CLIN 0002 TR-343 Sonar Transducer Production, CLIN 0003 Data. The contract minimum consists of CLIN 0001 TR-343 Sonar Transducer First Article Unit consisting of thirty eight (38) Transducers including Array Hardware. First Article Testing and approval will be conducted at NSWC Crane by the Government. A maximum of ten (10) TR-343 Sonar Transducer Shipsets may be ordered. Delivery of the First Article Unit is expected 365 days after contract award. Delivery of the CLIN 0002 Shipsets would be expected 150 days after delivery order award. Production Lot inspection and acceptance will be at Origin by DCMA personnel with an acceptance period of 30 days. Delivery shall be FOB Destination to NSWC Crane Division, 300 Highway 361, M/F Robert Acton, Code GXPS, Crane, IN 47522. The Contractor shall manufacture and test the TR-343 Sonar Transducer Shipsets in accordance with the Statement of Work (SOW) and the Technical Data Package (TDP). Contractors must be properly registered in the System for Award Management (SAM) at https://www.sam.gov and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. The solicitation is expected to be issued on or about 15 May 2018 and is expected to close on or about 18 June 2018. The applicable North American Industry Classification System (NAICS) code is 334511 with a size standard of 1,250 employees. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that a 5-year Firm Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract will be awarded. Award will be made to the responsible offeror whose offer is the best value to the Government, considering Technical and Management Capabilities, Past Performance, and Price evaluation factors as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
