- The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Office of the Project Manager (PM) Combat Ammunition Systems (CAS) is issuing a notice to all potential sources for a 155mm Cannon-Delivered Area Effects Munition (C-DAEM) Anti-Armor Projectile. The C-DAEM Anti-Armor projectile must be capable of defeating stationary and moving armored vehicles in a Global Positioning System (GPS) denied environment at ranges of 22km to 130km from US Army 155mm howitzers (M777A2 or M109A6/7) in a modern, high-intensity battlefield. Mechanized armor vehicles include Main Battle Tanks, Armored Fighting Vehicles, Armored Personnel Carriers and Self-Propelled Howitzers. These vehicles may be poorly located (target location error of 50-2000 meters) or moving. Defeat (mobility or firepower) of the vehicles shall take place across the full range of environmental conditions and in the presence of cyber, jamming, and obscurant countermeasures. Concepts should aim to maximize first-volley effectiveness against all targets while reducing cost per kill. Please consider the following assumptions: • A C-DAEM Anti-Armor Projectile "Shoot-off" demonstration is anticipated in 3QFY20 and effectiveness at range will be heavily weighted. • Shoot-off candidates may be expected to demonstrate technical and manufacturing maturity beyond the shoot-off to include all life-cycle environments, robustness to process and environmental variability, and storage life of 20 years. • Multiple awards to demonstrate a capability are anticipated, followed by a development contract to qualify the design in its intended environments, including options for production. • C-DAEM plans for Post Milestone-B Qualification Testing to begin in FY21 using existing US Army 155mm Cannon Artillery Systems (M109A6/7 or M777A2). • Concepts must be compatible with US Modular Artillery Charge System (MACS) • Initial C-DAEM deliveries are projected to begin as early as FY23-FY24 timeframe; however incremental strategies may be proposed. Concepts (design and process) will be expected to have long term viability to include a path to increased effectiveness at range, compatibility with future guns and propellants, improved sensor performance in countermeasures and clutter, IADS and Active Protection System (APS) penetration, and warhead performance against advanced Explosive Reactive Armors (ERA). This notice is for planning purposes only and should not be construed as a request for proposal (RFP) or as an obligation on the part of the U.S. Government. The U.S. Government has no obligation to provide responses to this notice. All information provided will not be returned and will be held in a confidential status. If a formal solicitation is generated at a later date, a solicitation notice will be published with the final performance characteristics and/or requirements. No award will be made as a result of this notice.
