- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items for commercial items using the procedures outlined in both FAR 12.6, Acquisition of Commercial Items and 13.5, Simplified Procedures for Certain Commercial Items, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO and FEDBIZOPPS (http://www.fbp.gov/). The RFQ number is N0018918QQ064. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Change Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/vffara.htm. The NAICS Code is 511210. NAVSUP Fleet Logistics Center (FLC) Norfolk intends to issue a purchase order for Brand Name PTC Service Planning and Optimization (SPO)/Service Inventory Optimization (SIO) software maintenance support for US Navy Multi-Indenture, Multi-Echelon (MIME) Readiness Based Sparing (RBS) requirements for NAVSUP HQ. PTC is the Original Equipment Manufacturer and the owner of the software. The RFQ is provided as an attachment. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. The contract order resulting from this solicitation will be a Firm-Fixed Price Purchase Order. This requirement will be negotiated and an award will be made on the basis of Low Price Technical Acceptability (LPTA). The Government will use the price analysis techniques listed in FAR 15.404-1(b)(2) to determine price reasonableness. This announcement will close at 8:00 AM EST on 30 Apr 2018.
