Description
Market Research Questionnaire. Industry Day Agenda Draft PWS The United States Transportation Command (USTRANSCOM) Acquisition Directorate (TCAQ) is conducting market research in support of the Commercial Multimodal follow-on contract. The requirement is for air and liner service for containerized and break-bulk cargo from Continental United States (CONUS) to the Outside Continental United States (OCONUS), OCONUS to CONUS and OCONUS to OCONUS. These requirements include processing, receiving, handling, container-stuffing and pallet creation for cargoes. The contractor is responsible for all requirements for airfields and country clearances for both sea and air components. The Carrier will provide breakbulk, intermodal container and airlift service, including terminal handling, all stevedoring, loading and discharging in CONUS and OCONUS. Government furnished equipment will not be provided. Carrier is required to pre-position any equipment needed for performance prior to first mode of transportation. Special Shipping instructions will be provided by the USG for Non-IBS movements. Breakbulk or Government-owned/leased containers will retain surface shipping configurations throughout transport, to include airlift. Breakbulk cargo may be containerized for sealift and/or linehaul convenience at no cost to the government. Contractor-owned/provided containers will be unstuffed and reconfigured on commercial equipment (i.e. Air Pallets) prior to airlift. Contractor is responsible for ensuring all contractor-owned/provided equipment remain in the contractor possession at all times. Transportation by sea shall be conducted by DOD-Approved Voluntary Intermodal Sealift Agreement (VISA) carriers. Air transportation shall use U.S. Flag DOD-Approved Civil Reserve Air Fleet (CRAF) carriers, when available, to meet the requirement. A questionnaire is attached to determine what changes are required to support the war fighter and are customarily available in the commercial market. The North American Industry Classification System (NAICS) codes to be used for this procurement is 481212 for Nonscheduled Chartered Freight Air Transportation. INDUSTRY DAY - TCAQ will be conducting an Industry Day meeting for all interested VISA and CRAF carriers. This meeting will be held at the Building 1907, General Duane H. Cassidy Conference Center, at Scott AFB, IL 62225, Thursday, 10 May 2018. There will be a briefing and discussion on the program history and requirements in the morning from 0800-1400. Individual break-out sessions will be scheduled for one hour beginning at 1430. Industry partners interested in this acquisition are invited to attend.
