- Performance Work Statement The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to issue a sole source contract for a three-day leadership training session as part of the culmination to the Emerging Leaders Cohort Program. This contract will be Firm Fixed Price (FFP) and will be used by the U.S. Army Test and Evaluation Command. The three-day leadership training session will provide participant's with further understanding of leadership competencies associated with Executive Core Qualifications (ECQs). ACC-APG intends to award this firm-fixed price contract to Gregory Associates, Inc., located at 1458 Hamlin Park Circle, Mt. Pleasant, SC 29466, CAGE code: 3DUY5. Gregory Associates, Inc., is the sole source provider of Executive Core Qualifications (ECQ) training. There are no other known vendors who can provide this specialized training. This contract will be awarded in accordance with FAR 13.106-1-(b)(1)(i). This Notice of Intent is NOT a Request for Proposal. No Statement of Work will be provided. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 4:00 pm local Maryland time, 3 May 2018. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses shall be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the items.
