- The Clarksburg VA Medical Center located in Clarksburg, WV seeks sources of capable vendors that are in the business of providing Valet services as described below. In response, please to timothy.russell@va.gov and state Notice # 36C24518Q9028 in the subject. Response must identify company name, D&B number, Business size and Social Economic classification. Data collected used as market research and aid in set aside decision. SOW Valet Parking Base Year plus 4 Option Years General: The contractor will provide valet parking for patients and visitors at the Louis A. Johnson VAMC Clarksburg, WV. Hours of operation will be Monday Friday from 07:00 AM to 5:00 PM excluding Federal holidays. Contractor employees working onsite will be required to have a valid driver s license and be capable of safely operating vehicles equipped with automatic or manual transmissions. Contractor employees working onsite will be required to undergo a low-risk background investigation. Contractor must have a plan in place to ensure adequate staffing in the event of a call-off(s). The contractor will provide its own means of communication (e.g., two-way radio) for its staff working onsite. Set up and operate the valet parking reception, operations area (e.g., kiosk, booth) outside the hospital, but near the hospital s main entrance walkway without impeding passersby. Ensure there is a dedicated greeter to manage the staging area. Ensure that its onsite valet parking staff are neatly dressed and are readily distinguishable from the general population (e.g., by uniforms, hats, jackets, or some other similar means). Provide a trained, knowledgeable, courteous and customer-oriented valet parking staff. Offer assistance (e.g., helping hand, wheelchair) to patients getting out of and into their vehicles upon arrival at and departure from the LAJVAMC Provide traffic direction to minimize congestion in the valet staging area. Direct all non-valet-parking vehicles (e.g. employees, students, residents, volunteers, contractors, and vendors) to self-park at LAJVAMC-designated parking areas. Ensure that each Veteran outpatient, upon his/her departure, is provided with the same keys to the same vehicle he/she relinquished control of to the parking valet upon his/her arrival and the vehicle be returned to the Veteran in the same condition as when it was given to the valet staff. Efficiently monitor and adjust the amount of the onsite valet parking staff so that no more than 10 Veteran outpatients are waiting to have their vehicle parked or retrieved at any given time The contractor must relinquish all remaining Veterans vehicle keys to LAJVAMC Police at the end of the workday and the vehicle keys must be labeled or tagged so as to readily indicate the Veteran s (or driver s) name. Immediately report any suspected criminal activity and motor vehicle accidents to the VA Police. Gratuities: The contractor providing valet services must not solicit or accept gratuities, contributions, donations, or gifts from patients or family members and must include signage indicating "No Tipping." Complaints: Provide a full time manager to help resolve any issues quickly. If a manager is not available, the employees must be trained to obtain the customers information in order for the manager to contact the customer to follow-up on any complaints. Maintain easy to use claims process and ensure the individual and the Contract Officer Representative (COR) are kept up to date on the status of the claim. Signage: Provide signage to market the valet service and direct patients where to go to use valet as well as advertise the valet hours of operation. Any portable signage deployed by the contractor must adhere to VA design requirement IN-02.09. Reports: Maintain a log of all complaints documenting the date, person making the complaint, nature of complaint, and resolution and submit to the COR monthly. Provide statistical reports indicating valet utilization by the hour and average number of vehicles parked per day. Submit a daily report indicating total number parked for the day as well as any issues or unusual circumstances that may have occurred. Submit a weekly report indicating the number of vehicles parked and retrieved on an hourly basis, total number of vehicles parked per day, and average number of vehicles parked for the week.
