Description
C-21 Contractor Logistics Support Request for Information *A PDF version of the RFI is available in the package section. This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for C-21. Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: •1. The document below contains a description of the US Government C-21 aircraft CLS services requirement and a Contractor Capability Survey. The survey allows Contractors to provide their company's capability to meet the requirements of this potential contracting effort. •2. If, after reviewing this document, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). •3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. Identify any areas of work your organization believes should be broken out exclusively for Small Business. •4. Questions relative to this market survey should be addressed to. All responses must be in writing (electronic email responses are preferred); no telephone calls or facsimile will be accepted for responses. All responses must be received no later than 1600 CST, 23 May 2018. Contractors not responding to this RFI will not be precluded from participation in any future solicitation, if issued. PURPOSE/DESCRIPTION: The purpose of this announcement is for Market Research in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 and is issued IAW Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation for proposals; no contract shall be awarded from this announcement. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research. Description: CLS of the C-21 aircraft includes all support actions required for operating and maintaining the aircraft, aircraft subsystems, and support equipment. The CLS system includes all aircraft maintenance and personnel, materials and inspections, launch and recovery of the aircraft at the Main Operating Bases (MOB) and any other Deployment Operating Locations (DOLs) worldwide, supply of all Contractor owned spares and support equipment through a Contractor Owned and Maintained Parts (COMP); repair and overhaul of all repairable spares at Federal Aviation Administration (FAA) certified repair stations; maintenance and repair of all support equipment; aircraft paint; engine repair and overhaul. These actions include supply, procurement, production control, quality control, component failure reports, and acquisition of commercial data. This effort includes additional support, as over and above tasks, engineering services including development, test and FAA certification of modifications, and installation of modifications, depot maintenance support, field team support (worldwide), aircraft crash investigations, and damage repair. Establish and maintain agreements with the Original Equipment Manufacturers (OEMs) for data and technical support to maintain the C-21 aircraft. The Government also requires information for: quality, contract funds status, consumption and usage, service engineering reports, subscription services for technical manual updates and service actions. CLS includes organizational and depot level maintenance, data, Contractor Operated and Maintained Base Supply (COMBS), and modification design and installation support, as well as launch and recovery of the C-21 aircraft at their MOBs and any other DOLs worldwide. The Contractor will provide all support required to fulfill this requirement, including but not limited to labor, materials, tools, equipment, parts, and transportation. All records, files, documents, and work papers provided by the Government or generated by the Contractor in support of the contract are Government property. The C-21 fleet consists of nineteen (19) Learjet Model 35A aircraft. The primary mission of the C-21 aircraft is to provide transportation of United States Government personnel, cargo, and other personnel worldwide. Secondary missions identified for the C-21 aircraft include USAF pilot training/upgrade and medical evacuation, with the exception of aircraft stationed at Ramstein Air Base (AB), GE, whose primary mission is medical evacuation. The C-21's have two (2) Garrett TFE- 731-2-2B turbofan engines that are pod-mounted on the sides of the rear fuselage with a maximum takeoff weight of 18,300 pounds. The swept-back wings have hydraulically actuated single-slotted flaps. The aircraft has a retractable tricycle landing gear, single steerable nose gear and multiple-disc hydraulic brakes. The C-21 is piloted by a two (2) person crew (pilot and co-pilot); can carry eight (8) passengers, and forty two (42) cubic feet (1.26 cubic meters) of cargo. The fuel capacity of the C-21 is 931 gallons (3,537.8 liters) carried in wing tanks, wingtip tanks, and a fuselage bladder tank. The safety and operational capabilities of the C-21 are increased by the autopilot, color weather radar and Tactical Air Navigation system, as well as High Frequency, Very High Frequency and Ultra High Frequency radios. Place of Contract Performance: Currently Peterson AFB, Andrews AFB, Scott AFB, Ramstein AB GE, and one Forward Deployment Location NOTE : Peterson aircraft transferring to Scott AFB Jun 2018. Andrews AFB aircraft projected to transfer to Scott AFB in FY19 Duration of the contract ordering period: 2 year basic with 8 one-year options Technical Data: Some technical data required to respond to the sources sought synopsis or solicitation will not be furnished as part of the sources sought synopsis or solicitation. The technical data may be obtained by submitting a valid, completed DD2345 form to the PCO, Matthew Tonay, via email at matthew.tonay.1@us.af.mil. Equipment and technical data generated or delivered under this contract are controlled by the International Traffic in Arms Regulation (ITAR), 22 CFR Chapter 1, Subchapter M parts 120-130. An export license is required before assigning any foreign source to perform work under this contract or before granting access to foreign persons to any equipment and technical data generated or delivered during performance (see 22 CFR Chapter 1, Section 125). National Interest Determinations will not be processed for this solicitation or contract award for a prime or any subcontractors. The solicitation will contain the following clauses DFAR 252.209-7001 Disclosure of Ownership or control by the Government of a Terrorist Country, DFAR 252.209-7002 Disclosure of Ownership or Control by a Foreign Government, and DFAR 252.204-7008 Export-Controlled Items "A current, valid, completed DD2345 form will be required for release of technical information related to this solicitation and resulting contract." Export Controlled Data: This acquisition does involve technology that has a military application. The only US contractors who may participate are those that are certified and registered with the Defense Logistics Information Service (DLIS) (1-800-352-3572) and have a legitimate business purpose. US contractors shall submit a copy of their current, approved DD Form 2345 with their request for solicitation. The form, including instructions for completing the form, is available at http://www.esd.whs.mil/Portals/54/Documents/DD/forms/dd/dd2345.pdf. The solicitation/data package will be sent to the data custodian identified in block 3 of the DD Form 2345. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources. Foreign participation is not authorized. Facility Clearance Information: The offeror, and subcontractors as required, must possess or acquire prior to award a facility clearance equal to the highest classification specification (DD254) attached to the solicitation and be entitled to COMSEC information without additional authorization (i.e. National Interest Determination (NID)). Therefore, all facility clearances must be approved and Foreign Ownership Control or Influence (FOCI) issues must be mitigated prior to award. The Industrial Security Facilities Database (ISFD) will be used to verify facility clearances. The Government is not obligated to hold discussions nor delay award awaiting an offeror to complete this requirement. At this time, the highest classification specification on the DD254 is expected to be SECRET. Service Contract Act: The Service Contract Act applies to this requirement. Technical Library: The technical library will be available upon request and with a valid DD Form 2345. Please see above in the technical data section for the point of contact to obtain access. The technical library will be maintained on www.fbo.gov. The technical library will contain Government unique manuals for the aircraft, minimum equipment lists (MELs), and paint drawings. A nondisclosure form will also be required. Foreign Participation : Foreign participation is not authorized Note: The government may not have complete and adequate data, spec i al materials, facilities, tooling, or test equipment which may be required in the performance of the con t ract. This will be a performance based contract where the contractor is required to supply all data, special materials, facilities, tooling, parts, test equipment, etc. to perform the requirements of the Performance Work Statement. Capability Survey Questions : •1. General Logistics Support : This potential contract will require the CLS contractor to manage C-21A logistics support at multiple sites, both Continental United States (CONUS) and Outside Continental United States (OCONUS). The contractor will be responsible for managing worldwide logistics support for this high visibility mission. Identify and describe your company's experience managing logistics requirements to include the following: •a. Security. Obtaining and maintaining personnel clearances in accordance with DODI 5220.22 and 5220.22-M; developing/maintain Operations Security (OPSEC) program plans. •b. Program Management. Hiring/managing personnel capable of worldwide logistics, i.e. obtaining documentation necessary to travel as well as other requirements prescribed by the Department of State and DoD regulations without Government assistance. •2. Field Level Maintenance : This potential contract will require the CLS contractor to provide C-21A full CLS field level maintenance at CONUS and OCONUS operating sites. Identify and describe your company's specific experience with regard to the following: •a. Performing field level maintenance on Lear 35 aircraft or similar airframes. •b. Providing aircraft maintenance services at overseas locations. •c. Items unique to providing aircraft maintenance and supply services at an overseas location: •1) Obtaining passports and visas •2) Technical Expert Support Agreements (TESA) •3) Working under a Status of Forces Agreement (SOFA) •4) Expediting parts through the customs and clearance processes in foreign countries •5) Handling export controlled items; specifically Packaging, Handling, Storage & Transportation (PHS&T) issues •d. Identify and describe specific experience maintaining executive aircraft paint/exteriors to include field level paint touch-ups on Lear 35 or similar executive aircraft. •3. Depot Level Maintenance : This potential contract will require the CLS contractor to provide scheduled and unscheduled depot level maintenance services such as aircraft Phase inspections, engine overhaul and repair, aircraft strip and paint, drop-in maintenance, and worldwide CFT support. •a. Identify and describe your company's capabilities and experience in providing depot level maintenance for Lear 35 or similar aircraft: •1) Engines: Garrett TFE-731-2-2B turban engines •2) Aircraft Phase inspections. •a) Identify standard times for phase inspections IAW Technical Order 1C-21A-6, Time Limits/Maintenance Checks •3) Drop-in/unscheduled maintenance. •b. Paint: Identify and describe your company's specific experience in performing aircraft paint services; specifically note any experience in performing aircraft paint for Lear 35 or similar executive aircraft. •c. Aircraft Interiors: Identify and describe your company's capabilities and experience in refurbishing custom, executive interiors for Lear 35 or similar executive aircraft. •d. Service Actions such as Service Bulletins (SB)/Airworthiness Directives (ADs), etc. Identify and describe your company's capabilities and experience performing service actions specific to Lear 35 aircraft. Does your company have any limitations in performing Lear 35 service actions. •4. COMBS/Supply Support : This potential contract will require the CLS contractor to provide supply support at CONUS and OCONUS operating locations and determine the levels of spares needed at each site to meet performance standards. It is critical to note the CLS contractor will be required to furnish almost all the spares and materials required to support the C-21A fleet. Performance requirements by site/aircraft series are anticipated to be 80% Mission Capable (MC), Home Station Departure Reliability (HSDR) of 95%; 3% Non-Mission Capable (NMCS). •a. Identify and specify your company's experience in providing COMBS support. •b. Considering the potential CLS contractor will be responsible to provide almost all C-21A spares at multiple CONUS and OCONUS sites, identify your company's specific experience in furnishing spares inventories sufficient to meet worldwide mission requirements similar to C-21A. •1) Identify risks/issues with meeting a 3% NMCS at each site. •2) Identify and describe your company's specific capabilities to provide worldwide AOG parts support to include supply partners. •c. Identify risks/issues associated with determining and furnishing the level of on-hand inventories at each site necessary to meet C-21A mission requirements. •d. Identify risks/issues associated with standing up C-21A inventories at CONUS/OCONUS sites during a 120 day transition period. •e. Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues will likely occur over the next five to seven years: •1) Identify specific experience with DMSMS for Lear 35 or similar airframes. •2) Identify specific unique capabilities or business relationships with suppliers and OEMs to address DMSMS issues. •f. Identify risks/issues associated with providing support and test equipment at the full CLS sites. •5. Contract Field Team (CFT) : This potential contract will require the CLS contractor to respond to AOG situations within a very short response time. Identify and describe specific capabilities/experience regarding providing CONUS/OCONUS CFT support to include short- notice global efforts. •6. Modifications : This potential contract may require the CLS contractor to accomplish aircraft modifications for mission specific requirements. Identify and describe specific experience performing aircraft modification on Lear 35 aircraft as well as other, similar platforms that includes obtaining STCs through the FAA Military Certification Office (MCO). •7. Small Business Capabilities: •a. What requirements of this potential contract described above are best suited for small businesses? •b. Detail specific past teaming arrangements, i.e. partnering, joint ventures, etc. Identify ways the Government can enhance teaming arrangement opportunities. •c. Describe and detail subcontracting opportunities, by function and percentage of contract value that are appropriate for small business concerns. •d. The Government may require the successful offeror to track and report actual contract dollars awarded to small business which can be attributed directly to this contract award. Could your company track actual contract dollars awarded to Small Business relating exclusively to this effort? This tracking initiative will be in addition to corporate/company-wide small business reporting. •e. From your perspective, what is a reasonable percentage of the C-21A CLS contract effort that could be subcontracted to small business? •8. Industry Specific Questions: •a. Does your company have current capability to access demand data for Lear 35 aircraft parts? If not, provide details explaining how your company will overcome the inability to access. •b. Does your company have current capability to access repair data for Lear 35 aircraft and parts? If not, provide details explaining how your company will overcome the inability to access. •c. Identify and describe risks you perceive on this potential contract for: •1) Subcontract management •2) Spares support/inventory •3) Supply chain management •4) Configuration management •5) Program management •6) Personnel training •7) Engine support •8) Aircraft maintenance planning •9) Contract Phase in •10) AOG support •11) Drop-in maintenance •12) DMSMS/obsolescence •9. Contract Specific Questions: •a. Period of Performance. The Government is contemplating awarding a 10 year contract. •1) Can your company accurately reflect your costs for a 10 year contract? •2) What are your concerns regarding this period of performance? •3) How long is your typical contractual arrangement established with vendors and subcontractors? •4) What length of contract would be preferred to help amortize the cost expended for a spares pool? •b. Contract Transition Period. The Government is contemplating a 120 day contract transition period. •1) How long of a transition period do you think would be adequate for contract start up? •2) How long would it take to get passports and visas for new employees? •3) How long would it take to have personnel relocate to sites? •4) Do you anticipate Security Clearance issues? •10. Fleet goals and objectives •a. Current Non Mission Capable Supply rate for all sites has been established at < 3% •b. Current Home Station Departure Reliability (HSDR) for all sites has been established at > 95% •c. Mission Capable (MC) rate of > 80% Questions: •1.) In your opinion, are these rates achievable? •2.) What are the perceived barriers to meeting performance at these rates? •11. Maintenance and Logistics Support: •a. The successful offeror will be required to provide uninterrupted 24/7 maintenance support at all Main Operating Bases. •b. The successful offeror will be required to provide uninterrupted 24/7 worldwide logistics support at all sites. •c. Only experienced FAA licensed/certified mechanics will be allowed to perform maintenance or support functions on DoD owned and operated aircraft. •d. The successful offeror will be required to provide dedicated dispatch/recovery teams. •e. The successful offeror will be required to provide evidence they possess experience of providing worldwide support of multiple aircraft at multiple sites. •f. The successful offeror will be required to provide objective evidence they possess experience with line and depot maintenance of Lear 35 or like aircraft. •g. The successful offeror will be required to demonstrate they possess depot facilities that are capable of housing multiple DoD Lear 35 aircraft for depot maintenance simultaneously at any point in time. •h. The successful offeror will be required to provide strip and paint facilities compliant with local, state and federal laws/regulatory requirements. Questions: 1.) Aircraft Availability is critical for the C-21A fleet therefore great emphasis is placed on reducing depot downtime. Given an aircraft is due Phase inspections, aircraft strip and paint, and complete interior refurbishment; what depot support strategies and scheduling competencies would your company employ and/or recommend for the Government to accomplish the work efficiently and at least risk? 2.) Do you currently (or have you) provide field and depot support for Lear 35 Aircraft? If not, do you have experience with sustainment of similar aircraft (jets)? Please identify the fleet size you currently support (or have supported within the last 5 years)? 3.) Does your company have the required resources to provide this level of support? 4.) What are the barriers associated with provision of these services? 5.) Are there limitations which may interfere with staffing maintenance locations with personnel experienced with performing Lear 35 specific maintenance? 6.) At the C-21A Main Operating Bases, limited tooling and equipment will be supplied by the Government. How will aircraft be supported at these sites without a significant increase in cost to the Government? 7.) How many DoD Lear 35 aircraft is your company capable of housing for depot maintenance simultaneously at any point in time? 8.) Is your company capable of handling and storing COMSEC up to SECRET? •12. Contract Quality Requirements •a. Per Federal Acquisition Regulation part 46, the Government will be required to impose a "Higher Level" contract quality requirement. The commercial standards being considered are ISO 9001 (latest revision) or AS9110 (latest revision). The government will require registration/certification to the selected standard. Please note that compliance monitoring will be accomplished by the procuring activity, or its designated representative. Questions: 1.) Does Industry have a concern with execution of a business management system compliant with either of these standards? Risk? 2.) What are the barriers to compliance? 3.) Is there an alternative your company would recommend? •13. Aircraft Maintenance Management System (AMMS) •a. Maintenance is performed as prescribed by Technical Order 1C-21A-6, Time Limits/Maintenance Checks. Questions: •1.) What is your current Aircraft Maintenance Management System? 2.) Do you have experience planning both long and short term maintenance activities? Will you be capable of supplying a maintenance integrated master schedule? 3.) Will you be capable of demonstrating your company's ability to plan a maintenance event using conceptual (or real) maintenance data from your management system? 4.) Will your company be capable of supplying a comprehensive engine maintenance plan? •14. Process Improvement Opportunities Questions: 1.) What recommendations/approaches can you offer that would provide insight that would result in successful CLS effort, cost savings, overall process improvements with respect to supporting this highly visible program? 2.) What are your recommendations and/or concerns with this acquisition/source selection? •15. Quality Requirement •a. The C-21 is considering requiring compliance with AS 9110 (or revision applicable at time of contract award) to comply with FAR 52.246-11 "Higher Level Contract Quality Requirement". The higher level contract quality requirement is applicable at all performance locations. Please elaborate on your response with respect to execution of a business/quality management system compliant with AS9110. If not already compliant with AS9110, what are your plans to incorporate the tenants of this Aerospace Standard within your internal business management system? •16. Industry Day Question •1.) Would your company be interested in attending an industry day? The amount of interested parties will determine if the Government will have an industry day. •17. Additional Comments 1.) Please provide additional comments you would like the government to consider as an important factor of this market research survey/RFI.
