M6785418RFI7411 REQUEST FOR INFORMATION FOR INDUSTRY MANUFACTURING CAPABILITY FOR organic precision fires (OPF) This is a Request for Information (RFI)/Sources Sought Notice. The Marine Corps Rapid Capabilities Office (MCRCO) is seeking information from potential, responsible sources that have the interest and capability for an Organic Precision Fire (OPF) system. There is no solicitation available. This request for capability information does not constitute a request for proposals or the existence of a firm requirement. Submission of any information in response to this market research is purely voluntary and the Government assumes no responsibility for any costs incurred. Issuance of this RFI will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. Any information that the vendor considers proprietary should be clearly marked as proprietary MCRCO seeks industry input to identify potential sources for an Organic Precision Fire (OPF) system capable of provide fire support at distances of 40-60km. Responses are to be focused on the design, fabrication, integration and flight-test demonstration of those component-level and system-level technologies necessary to enhance the range, precision and/or lethality of Marine Corps munitions against stationary and/or mobile land and/or sea targets in all operating environments. The OPS should possess the following characteristics: a. Ability to be launched pneumatically from a canister or tube. Tube dimensions should be no larger than 10 inches in diameter and 96 inches in length. b. Ability to easily Command and Control (C2) the munition during flight up to and including impact strike c. Able to accept/integrate C2 software architecture on Government owned platform d. Ability for the data link to provide secure communication between the munition and ground control station for 25km (threshold) 60 km (objective) e. System Endurance of minimum 1 hour (threshold) to 2 hours (objective) f. Ability to loiter mid-flight while perform ISR / target recognition g. Ability to perform Positive Identification (PI) or target h. Ability to engage and attack a variety to include personnel, vehicle and facilities via cursor on target and / or GPS location. i. Be man-portable (two-man portable (threshold) / one-man portable (objective)). j. Include a lost/recovery capability k. Be capable of operations and storage in accordance with MIL-STD-810. l. Be capable of commercial air transportation. m. Be operate using commercial GPS as well as Selective Availability Anti-spoofing Module (SAASM) module integration. n. Ability to integrate active warhead. There is no page restriction associated with this RFI; however, an executive summary, not to exceed two pages, should accompany each submission. Responses may include any advertising or marketing information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Please include the following information in the response: 1. Company Name; 2. Cage Code & DUNS; 3. Business size for NAICS 334511 ( Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). Please also indicate whether the company is 8(a) certified, disabled veteran-owned, veteran-owned, and woman-owned, HUB Zone, Native American, or any other Small Business Administration approved designation; 4. Estimated unit price of the following items: - Inert UAS Munition - UAS Munition with integrated active head - Ground Control Station - Data Link - Canister / tube-based launcher 5. Monthly and yearly production capacity; 6. Material Description. Please identify which requirements the system meets; 7. Technology Readiness Level or Manufacturability Readiness Level (TRL/MRL) (current), TRL/MRL (projections FY18 FY25) 8. Berry Amendment / Buy American Act compliance.
