- Description
- The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) intends to issue a solicitation to enter into a contract on the basis of full and open competition for Clinical Assessment, Reporting, and Tracking (CART) Program software maintenance and enhancement support. This software enables providers to reuse and annotate existing Veterans Health Information Systems and Technology Architecture (VISTA) data including information regarding medical comorbidities and medications. The application also allows for the input of discrete information for pre-procedural assessments, diagnostic coronary procedures and percutaneous coronary interventions. After operators complete this information within the dedicated software application, a standardized procedural report is then automatically created which can be uploaded into the permanent electronic medical record (CPRS). The application also stores procedural information in a standard relational database that can be easily deployed and migrated to any Structure Query Language (SQL) database system. The application can also be configured to connect via the VA internet to a single national database server that serves all cardiac catheterization laboratories or a series of locally deployed servers with automatic rollup to the national server, giving medical centers the flexibility to choose a deployment structure that best meets the available resources. The data retrieved within the application is then monitored by the CART Program to enhance the quality and safety of invasive cardiovascular procedures. This is a commercial acquisition. The request for proposal (36C10B18R2844) will be issued as full and open competition under the North American Industry Classification System (NAICS) Code of 541511, Custom Computer Programming Services, with a size standard of $27.5 million. All potential sources must obtain a Data Universal Numbering System (DUNS) number and register in the System for Award Management (SAM) in order to transact business with the Department of Veterans Affairs. Failure to obtain a DUNS number and register in SAM may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the SAM at the time of award. All prospective offerors interested in submitting a proposal on this solicitation must also have a Commercial and Government Entity code (CAGE). The contract will be a Firm Fixed Priced contract, consisting of a base year and two option years. The proposed period of performance will begin on or around 16 May 2018. The estimated date of award for this action is May 14, 2018. The VA intends to issue a solicitation on or around April 25, 2018 to include evaluation approach and proposal submission instructions. The objective is for submission of proposals within 1 week after the solicitation is issued.
