- Source Sought NB6720501801452 Single Channel Measurement Sys SOURCES SOUGHT Single Channel Measurement System The National Institute of Standards and Technology is seeking qualified sources for a Single Channel Measurement System. Requisition Number: NB672050-18-01452 LAB REQUESTING SERVICE: Communications Technology Laboratory, Radio Frequency Technology (RFT) Division I. BACKGROUND INFORMATION The Communications Technology Laboratory (CTL) is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices and networks, and evaluating a device’s ability to share spectrum. To support this research effort, novel test methodologies are being developed that require characterization of complex RF signaling chains, system level components, and spectra. In addition, as adjacent band interference becomes more prevalent, the effect on Long Term Evolution (LTE) communication systems needs to be evaluated. It is within the CTL mission to evaluate novel measurement methodologies, inform industry, as well as regulators on the effects of adjacent band interference to current and future LTE deployments. Therefore, it is critical to obtain a Single Channel Measurement System consisting of a high bandwidth real time spectrum analyzer and signal generator to characterize and evaluate shared spectrum sharing implementations, and adjacent band interference phenomena. This capability will greatly expand the current lab infrastructure, and address current research challenges as well as future needs. II. SCOPE OF WORK This system shall consist of two key components: A Vector Signal Generator (VSG) and a Vector Signal and Spectrum Analyzer (VSA) capable of vector signal analysis. To maintain maximum flexibility, the VSG and VSA shall be able to operate independently of each other. That is, they shall not be housed in the same enclosure (as to allow them to be at different physical locations), and one shall not require signals from the other (e.g., a trigger signal). Both the VSG and VSA shall have a sufficiently large bandwidth to allow for the generation and analysis of modern broadband communication channels and the environments in which they propagate. This is described in detail in Section III. In addition to the hardware, software shall be provided to enable generation and measurement of 3GPP wireless communications protocols and standards (e.g., LTE, LTE – Advanced, LTE-U, LTE-LAA). Such software should be installed on the signal generator and spectrum analyzer. This is described in detail in Section III. See the attached Requirements document for additional details on the specifications NIST is seeking.
