- Page 1 of 3 THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT ONLY. Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Johnson Controls, Inc Card Access System at the Captain James A. Lovell Federal Health Care Center (FHCC). The contractor will provide maintenance and monitoring services which include on-site corrective repairs during normal working hour coverage (7:00 A.M. to 5:00 P.M. Monday through Friday excluding Federal holidays) and 24-hour emergency service and routine preventive maintenance services to Department of Defense owned equipment. Equipment shall be operational within 24 hours. It shall include all systems, subsystem components, computer programs, and assemblies that are currently in place and any system purchased for the purpose of this contract. All maintenance provisions shall apply to hardware, firmware, and software, as appropriate, unless otherwise stated. Johnson Control is the sole (only) sales and service source in North America with proprietary software currently installed and already established at the Captain James A. Lovell Federal Health Care Center. Pharmacy Department consists of several pharmacies located at various locations to include buildings 237, 1007, 1017, 200H, and 3452. All pharmacies are wired with security systems to include glass break detectors, motion sensors, door and window contacts, sirens, door entry keypads, holdup/panic switches, and Keri door access systems. The systems are wired and setup, but they are not currently connected to any other third party monitoring system for remote monitoring. They are all monitored by a NAPCO server program in the 200H pharmacy that records events, but does not provide alerts. This will be a firm fixed price contract for one base year and four option years. The NAICS Code is 561621. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contract Specialist by 10:00AM (CST) 04/25/2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Johnson Control. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Christopher Cook, Contract Specialist at Christopher.Cook6@va.gov. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED. The contractor will ensure all pharmacies will be setup so that their alarm systems will be monitored by a third party alarms monitoring service. The system will be set up so monitoring can be provided by the third party service 24 hours a day, seven days a week (24/7). The system will be set up so that the monitoring entity can detect which site is alarming and will be able to differentiate between a panic alarm and an intrusion alarm and will react and contact GLPD personnel for dispatch within one minute. The monitoring entity will allow different notification options depending on site and whether an intrusion alarm or panic alarm was triggered or tripped. The monitoring entity will allow for or conduct weekly tests of panic and intrusion alarms at each site while maintaining a log of all tests and alarms. Provide coverage of all security components at all pharmacies. Provide support of all components of the security system to include, but not limited to: keypads, glass break sensors, sirens, window and door contacts, hold up alarms, motion detectors, control panels, battery backups, wiring, the NAPCO server program, and all components of the Keri door access system, including the Keri Doors computer program, control panels and electronic locks and sensors. Provide 24/7 telephone support service. Provide 24/7 on-site service and troubleshooting within 4 hours of request. Provide labor for on and off-site diagnostics and troubleshooting. Provide labor and travel costs for on and offsite repairs at no cost to the government. Provide temporary or permanent replacements, of equal or higher quality and value of components that must be removed for service. Provide coverage of costs for parts to be sent to manufacturer for diagnosis and repair. Provide software maintenance revisions. Monitoring entity will be able to contact GLPD and pharmacy personnel by recall roster in the event of an alarm. Provide trained, experienced, English speaking personnel, labor, tools, diagnostic equipment, software, test phantoms, material, supplies, transportation, parts and equipment necessary to perform Preventive Maintenance (PM), calibration (CAL), Safety testing (ST) and corrective maintenance. All Contractors submitting a response to this Intent to Sole Source will have an established business with three (3) years of consecutive experience in performing these types of services at medical facilities. The Contractor must also be licensed and authorized to provide maintenance and monitoring services through Johnson Controls Card Access System P2000. The Contractor shall furnish all labor, supervision, materials, tools, and equipment necessary to complete the required services listed above in draft Statement of Work (SOW). The following NAICS Code and Size Standard has been identified for this requirement: 561621 Maintenance & Repair of Alarm Signal Detection Systems Standard of $20.5 Million in annual revenue. Interested parties shall provide a brief overview of their firm s capabilities and past experience with projects similar in size and scope of this project. Capability statements shall also include: DUNS number Organization Name and Assumed Name/dba (if applicable) Organization Address Point of Contact (including name, title, addresses, telephone number, fax number and Email address) Business size (small business or other than small business) Socio-economic status (If SDVOSB or VOSB provide SDVOSB or VOSB CVE verification) Organization experience in performing these types of services Copies of applicable certifications and/or accreditations to include, at a minimum, the EPA Universal Certification as required under EPA Regulation 40 CFR Part 82, Subpart F, Section 608. (All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments.) Firms shall identify whether they are a small business or other than small business in accordance with the size standard for NAICS code 561621. If another NAICS code may be applicable, please identify the NAICS in your capability statement along with your corresponding socio-economic status. The Government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this Intent to Sole Source notice/market research, this requirement may be set-aside for small businesses, sole sourced, or procured through full and open competition.
