Description
This is a Sources Sought Notice. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about an Employee Parking Site Survey for the Stratton VA Medical Center. The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 541370 Surveying and Mapping (except Geophysical) Services. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Statement of Work (SOW) Employee Parking Site Survey Stratton VA Medical Center, Albany, NY General Scope of Work: The objective of this procurement is to provide commercial site survey services in support of the future development of an engineering design for improvements to the employee parking lot at the Stratton Veterans Administration Medical Center (VAMC) in Albany, New York. The minimum area for which survey information is required is outlined on an attached document entitled Required Survey Area, which encompasses approximately 12 acres. The area can be generally described as the VAMC site and nearby area between Holland Avenue, Elks Drive, the main VAMC hospital entrance and the Albany Medical Center parking garage. Specific survey requirements include the following: Provide topographic information within the project area with minimum horizontal closure accuracy as defined by the United States Army Corps of Engineers (ACOE) EM 1110-1-1005, 3rd order, Class II (1:5,000) and vertical accuracy at 3rd order. Topographic field data shall be acquired to produce contour mapping at one-foot intervals and show all breaks in grade or changes in terrain. The density of field elevations shall support 1 =20 mapping. There shall be spot elevations that sufficiently supplement the contoured elevations and highlight specific features such as roadways, structure corners, both sides of walks, top and bottom of curbs and walls and grade break points. Planimetric Survey: Provide information that includes, at a minimum, buildings, roads, curbing, parking areas, sidewalks, fence lines, concrete pads, trees greater than 6 in diameter, walls and landscaping elements. Electric and Control/Data Utilities: Provide information for both visible and subsurface elements such as power poles, light poles, vaults, pull boxes, meters, transformers and wire and conduit runs. The attached Required Survey Area includes information on expected utilities in the survey area, but should not be relied upon as accurate or complete. Natural Gas: Locate visible valves, meters and gas line markers. Sanitary Sewers and Storm Drainage: Provide rim and invert elevations for all catch basins and manholes as well as pipe diameters, pipe type and direction of flow. The next upstream sewer and/or drainage manhole shall be located with the same information beyond the Required Survey Area limit as well. Water Lines: Locate visible valves, hydrants and vaults. Provide elevation information for the tops of these elements. Locate subsurface water lines within the Required Survey Area as well as to the next valve in all directions outside of the area. Other Utilities: Locate and identify any other utilities within the Required Survey Area that research or field activities show to exist. Property and Lease Lines, Easements and Right-of-Ways: Show property and lease line limits, easements and rights-of-way within the Required Survey Area, including bearings and distances. It is not the intent of this project to provide a complete boundary survey or verify the limits of easements or right-of-ways. However, these elements will be important for design purposes and thus will need to be included on the mapping provided. Include full information on any line that is within or partially within the Required Survey Area. Augment visible features that cannot be otherwise verified from inspection of manholes of in ground utilities with data available from the VAMC and/or utilities maps. The Surveyor shall establish horizontal and vertical control in the project area using Stratton VA benchmarks. A PK nail has been placed along the edge of a concrete sidewalk approximately 558 feet northeasterly of the intersection of Princeton Drive and Holland Avenue and approximately 939 feet southeasterly of the intersection of New Scotland Avenue and Veterans Way. The coordinates of the nail are: N: 1391426.52 E: 687694.47 Elevation: 196.60 above mean sea level If this location is damaged or otherwise unreliable, the contractor shall set control points using as the base elevation datum an X carved in the southern-most bolt head on the top section of a fire hydrant that is approximately 10 feet west of the control point noted above. The elevation of the X is 199.22 feet above mean sea level. The control shall be tied to the North American Datum of 1983 (NAD 83) and the North American Vertical Datum of 1988 (NAVD 88). Two permanent control points will be set at locations as agreed to with the project Contracting Officer s Representative (COR) for future construction layout purposes and as indicated in EM 1110-1-1002. The coordinates and elevation of each control point shall be shown. Locating ties to control points is required. Additional project requirements: All work shall be done directly by or under the close supervision of a New York State Licensed Land Surveyor in accordance with laws and administrative codes pertaining to the practice of Land Surveying. Cutting of brush or trees will not be permitted without written permission of the COR. Excessive marking with paint, flagging, etc. shall be avoided. The Surveyor and site crew understand that this project is to be performed on the grounds of the Stratton VAMC, which is an active hospital that includes an Emergency Department. At no time will any activity be permitted that impedes access to the hospital by staff, patients, visitors or emergency personnel without the express written permission of the COR. Normal business hours for the VAMC are 8:00AM to 5:00PM, Monday through Friday. The employee lot is generally at capacity during normal business hours and access to elements within the employee parking lot will likely be blocked during that time period. B. Construction Cost Estimate: Not applicable, as there will not be a follow-on construction project to this survey contract. Project Submittals: The submittals checked below are required for this project: P Site and Project Assessment (10%) Site visit(s) for field investigation and meet with technical staff. Data collection and site condition assessment. Control point locations P Draft-Final Document (90%) Draft final drawings showing all required elements for VA review. Control point information. P Final Document and Set Control Points (100%) Responses to comments made by the VA on the Draft-Final Document, if any. Final survey documents that include at a minimum, four paper prints bearing the seal and signature of a New York State Licensed Land Surveyor. Paper prints to be no larger than 30 x42 with a scale no smaller than 1 =50. Completed drawing in AutoCAD format that includes both model and paper space drawings. External references, if used, shall be bound. Completed drawing in Adobe PDF format. An AutoCAD drawing that includes all of the data points collected during the field work portion of the project. This may be included in the drawing noted in item (b) above. Set permanent control points. Stratton VA Medical Center Resources and Guidance: Drawings and information concerning existing conditions as required. All reproduction services of quoted documents for prospective quoters. Project Schedule: The total fee of all services performed under this contract will be as follows unless modified in writing by the VA Contracting Officer. Requests for payment for services may be made following the completion and acceptance of each submittal stage checked below.
