- While the procurement type listed for this notice states that it is a Combined Synopsis/Solicitation, no solicitation will be provided. USTRANSCOM, TCAQ-D intends to issue a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition procedures, to Rocket Software, Inc. The NAICS Code for this requirement is 511210. The following items will be procured: Military Surface Deployment and Distribution Command (SDDC) requires the renewal of the Unidata software maintenance for the Global Freight Management (GFM) Program. This system is the capstone automated execution system of the Defense Transportation System (DTS) for the movement of domestic freight, providing DoD traffic managers with an information management system for the procurement of commercial freight transportation services in peacetime and in wartime. Unidata is a critical component of the GFM system. SDDC requires a Period of Performance from 01 May 2018 to 30 April 2020, with a base period of 01 May 2018 to 30 April 2019 and a one-year option period beginning on 01 May 2019 and ending on 30 April 2020. Interested parties may identify their interests and capability to respond to this requirement within four (4) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
