- The Department of Veterans Affairs, Network Contracting Office (NCO 2) intends to award a sole source contract to BBLM Architects, 924 Cherry Street, Philadelphia, PA, 19107 under the authority of 41 U.S.C 253-c-1, as implemented in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. BBLM Architects is to modify their project designs for the upgrade of the Sterilizing Processing System (SPS) clean side area in compliance with ISO 9001 certification requirements as well as to correct current minor mechanical, electrical and plumbing (MEP) deficiencies at the current active unit. Additional revisions are required to resolve the shortage of the SPS clean storage and personnel support spaces at the VA New Jersey Healthcare System (VANJHCS) East Orange Campus. Furthermore, BBLM will furnish all necessary labor to provide construction period services (CPS). Place of performance: VANJHCS 385 Tremont Avenue, East Orange, NJ 07018 Period of Performance: The period of performance is 120 calendar days from award notice. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than Friday, 27 April 2018 at 2:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed requirement upon receipt of responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. After 27 April 2018, at 2:00 PM EST, if no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with BBLM Architects. The Government believes the services outlined in Statement of Work, available through the link below, cannot be provided by another firm within a timely and practical manner. BBLM Architects produced the current designs as well as CPS for Phase I of this project. Phase II was cancelled due to funding limitations. The VA needs to complete Phase II of this project as well as bringing the Phase I into compliance with the ISO 9001 certifications. BBLM Architects has unique capabilities to provide the Government s requirement within a timely and practical manner. The Government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
