Description
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Explosion Effects and Consequence Division is soliciting proposals to provides solutions and services in the areas of explosives safety, blast effects analysis, and protective construction design to activities and agencies across the Department of Defense (DoD). One of the primary components that NAVFAC EXWC supports is the Department of Defense Explosives Safety Board (DDESB), who maintains and improves the standards for storing, handling and maintaining explosives within the Military Services worldwide. This work statement is to provide engineering services to NAVFAC EXWC in three of the support areas that are currently being provided to DDESB: the Risk Assessment Program, the DDESB Science Panel, and DoD Protective Construction. This is a follow-on contact to N39430-14-D-1406 awarded to A-P-T Research, Inc. on 6/11/2014. NAVFAC EXWC intends to award an indefinite delivery indefinite quantity (IDIQ), single award contract with a total capacity of $6,500,000 and a 60 month ordering period. Task orders will be issued as firm-fixed price. All work must be completed by US citizens and US owned companies. All contract work will be unclassified For Official Use Only (FOUO). In all cases, work must be performed in accordance with federal, state, and local laws, regulations, and instructions. This acquisition is being solicited as a Total Small Business Set Aside, as permitted by FAR 6.203 for set-asides to small business concerns. The North American Industry Classification System (NAICS) Code is 541330, using the Engineering Services, Military and Aerospace Equipment and Military Weapons exception with a size standard of $38.5 million. As part of the market research, a sources sought notice was issued under Solicitation Number N3943018RXXXX. The market research results demonstrated that there were at least four small business firms that are capable of meeting the requirements of this acquisition. The Government intends to evaluate and select best value offers using the tradeoff source selection process. This process allows for a tradeoff between non-cost/price factors and price, and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award.
