Description
FOR INFORMATIONAL PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT: A PROGRAM TO PROVIDE TRANSPORTATION AND MOTORCADE SUPPORT IN THE EVENT OF STATE FUNERALS ON JOINT BASE MYER-HENDERSON HALL. THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR IS IT THE INTENT OF THE MISSION & INSTALLATION CONTRACTING COMMAND (MICC) - FORT BELVOIR, VIRGINIA TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOUGHT. THE GOVERNMENT IS SEEKING RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS FROM ALL INTERESTED BUSINESSES CAPABLE OF PROVIDING THE REQUIREMENT. SMALL BUSINESSES, IN ALL SOCIOECONOMIC CATEGORIES (INCLUDING, 8(A) BUSINESS DEVELOPMENT PROGRAMS, HISTORICALLY UNDERUTILIZED BUSINESS ZONE, SERVICE DISABLED VETERAN-OWNED, WOMAN-OWNED SMALL BUSINESS, ETC.) ARE HIGHLY ENCOURAGED TO IDENTIFY CAPABILITIES IN MEETING THE REQUIREMENTS. 1. CONTRACT INFORMATION: MICC - Fort Belvoir, VA is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing transportation and motorcade support in the event of state funerals on Joint Base Myer - Henderson Hall. The North American Industry Classification System (NAICS) classified for this effort is 532111, Passenger Car Rental. The MICC - Fort Belvoir anticipates releasing a solicitation announcement, to be published in the Federal Business Opportunities (www.fbo.gov), on or about 30 April 2018. The solicitation may consist of firm-fixed price line item(s). It is anticipated the contract will be for a period of performance of one (1) base year plus four (4) one year options. 2. PROJECT SCOPE: The Joint Base Myer-Henderson Hall Logistics Readiness Center has a requirement to acquire a VIP Transportation and Motorcade transportation that shall provide National Capitol Region (NCR) a full range of vehicle services to support the Joint Base/National Capitol Region State Funeral program. This will provide a qualified set of contractors with predetermined vehicle lease rates based on geographical area whereby NCR can easily utilize for acquisition procurement short notice. This requirement will be for transportation and motorcade support in the event a State Funeral is conducted. This program involves off-site commercial vehicle support. The vehicle types includes luxury, premium and standard/full sized Sedans, Passenger vans, with fifteen (15) passenger capacity. Project requires a total of 96 vehicles to be available within 24 to 48 hours of notification to the Contractor based on vehicle type. 3. BROAD DESCRIPTION OF WORK: The contractor shall provide points of contact within his/her company to interface with the contract representative on issues concerning rental vehicles. Names, business address, phone numbers, and hours of operation are the minimum information requirements. Arrangements for contacting the contractor's points of contact after normal business hours shall also be made. The Contractor will provide all resources and management necessary to perform services, labor, and vehicles as described, and to operate, maintain, repair, and provide related services as specified in the Performance Work Statement (PWS), at Fort Belvoir. It is anticipated the Contractor shall also have responsibility to provide administrative services necessary to perform the work, to include, but not be limited to, the following: quality control, contractor financial control, and maintenance of accurate and complete records, files, and libraries of documents to include Federal, State, and local laws, regulations, codes, and manufacturer's instructions/specifications. The Contractor shall provide related services such as formatting and inputting data into Government automated systems, and Government data base maintenance, preparing and providing required reports, compiling historical data, performing administrative activities and submitting necessary information as specified. 4. REQUIREMENTS Vehicle Requirements (96 total) a. Thirty-five (35) Sedans black in color (such as - Cadillac XTS, Chrysler 300, Chevrolet Impala) shall be delivered within 48 hours b. Eleven (11) SUVs Large black in color (such as - Chevrolet Tahoe, GMC Yukon, Ford Expedition, Chevrolet Suburban, Ford Expedition EL) shall be delivered within 48 hours c. Thirty-two (32) Sedans Full size black, grey, blue dark in color (such as - Nissan Altima, Toyota Camry, Hyundai Sonata, Dodge Charger, Ford Fusion (Hybrid), Dodge Grand Caravan, Chrysler Pacifica) shall be delivered within 24 hours d. Fifteen (15) SUV's Full size black, grey, blue dark in color (such as - Chevrolet Tahoe, GMC Yukon, Ford Expedition, Chevrolet Suburban, Ford Expedition EL, Chevrolet Traverse, Ford Explore, Ford Edge, Jeep Grand Cherokee, Dodge Journey, Hyundai Santa Fe, GMC Terrain, Nissan Pathfinder, Chrysler Pacifica, Dodge Grand Caravan) shall be delivered within 24 hours e. One (1) 15 passenger white or black Van (such as - Ford, Chevrolet or Mercedes) shall be delivered within 24 hours f. Two (2) 15 passenger white or black Vans with car seats white or (such as - Ford, Chevrolet or Mercedes) shall be delivered within 24 hours All vehicles must be new or in good condition with low miles- initial acceptance will be at the discretion of the acceptor during the delivery. 5. OTHER REQUIREMENTS: a. Vehicles shall be clean, fueled and ready when a representative from Joint Base Myer-Henderson Hall VIP Transportation Cell arrives to pick up. b. Vehicles shall be refueled by representatives from Joint Base Myer-Henderson Hall VIP Transportation Cell prior to return to contractor. Vehicle shall be refueled on base at commercial gas station or at LRC Transportation refueling station. c. Vehicles shall not have any company logos on or inside the vehicles. d. Vehicles shall be air conditioned in the summer months and heated during winter months. e. The Contractor shall provide a replacement vehicle when a rental vehicle becomes inoperable through no fault or negligence of the U.S. Government, including pick up of the inoperable vehicle and delivery of the replacement vehicle. f. The contractor shall provide the following road service for disabled vehicles. 1) Vehicle lock out 2) A tow not related to an accident 3) Jumping a dead battery 4) Assistance replacing a flat tire 5) Delivering gas when tank is empty g. All vehicles shall be picked up and returned full of fuel and on time through the rental location Joint Base Myer-Henderson Hall. Delivery/Pick-up Point: The contractor shall deliver/pick-up the vehicles to/from a location on or near Joint Base Myer-Henderson Hall. Insurance: Insurance shall not be required since this is a U.S. government rental. Minimum age limitations for drivers shall be waived, because this is between the contractor and the U.S. government, not individual drivers. All drivers shall have a valid state driver's license. 6. Pricing: The Contractor shall provide current price lists which shall be approved by the Contracting Officer. Calls shall be approved by the Contracting Officer. Calls shall be made only for those items stated on the price lists. The Contractor warrants and agrees that the pricing quoted the U.S. Government shall be as low as, or lower than, those charged the supplier's most favored customer, in addition to any discounts for prompt payment. 7. Information Considerations: The JBM-HH LRC shall be responsible for obtaining all information required to successfully carryout the scope of work authorized under each task order. In cases where the JBM-HH LRC believes that available vehicle support is not adequate, or of such poor quality as to be unusable, the JBM-HH LRC shall immediately notify the CO/COR/PM and propose alternative source. 8. Work Schedule: The Contractor shall be available to provide support from 0700-1900 per requested worksite 7 days a week in coordination with KO or government representative 9. SUBMISSION REQUIREMENTS: All interested firms shall submit a Capability Statement and email it to Brian.K.Engle.civ@mail.mil; AND daniel.m.quinn1.civ@mail.mil. Submissions shall be received by 12:00 PM, Eastern Daylight Savings Time, 27 April 2018 and shall not exceed seven (7) one-sided, 8-1/2 x 11 pages. This synopsis is only for market research purposes. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data, questions or suggestions received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will be considered. Interested offeror's shall address this requirement through this RFI in written format via email to BRIAN.K.ENGLE.CIV@MAIL.MIL and DANIEL.M.QUINN1.CIV@MAIL.MIL.
