- Description
- This notice does not constitute a request for proposal, request for quote, or an invitation for bid. The Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), Naples, Italy plans to issue a solicitation that will result in a negotiated standalone contract for repair services at Naval Station Rota, in Rota, Spain. Estimated cost is between $5,000,000 and $10,000,000. The work to be performed provides for a design-bid-build (DBB) project to eliminate the existing fire and water distribution system flow and pressure deficiencies by extending the existing system with an additional 12,200 meters of water piping. The new pipeline will be installed parallel to the existing water main between existing Granular Activated Carbon (GAC). The new water feed line will effectively produce a loop system allowing two separate water zones to combine into a single water distribution system at Rota thereby mitigating existing system deficiencies. Modifications to existing water main connection points and GAC treatment filter pumping will be included. New valves and fittings will be provided as necessary, to include VFD driven jockey pump and controls at pump station 70 and GAC treatment filters. The project will upgrade monitoring and control systems at the GAC Plant and at the Tank 70 reservoir. Both locations will be connected by fiber optic cable to a new, centralized system at the Utilities Control Center which will meet current cybersecurity directions for water system controls. The project includes debris disposal 2 and above-ground and below-ground site demolition. Roadway repairs include compaction, paving and the painting of pavement markings at affect road crossings. The contract will have a base contract line item (CLIN) with a 540 calendar day period of performance and eight (8) additional optional CLINs that would extend the period of performance if exercised up to 375 calendar days if the optional CLINs are all exercised. This is a new procurement. It does not replace an existing contract. No prior contract information exists. A site visit will occur on or about 30 days after the solicitation is advertised. Special security requirements (i.e. country clearance) will be required for individuals representing firms that are not located in Spain. Therefore, interested firms not located in Spain should be prepared to submit their list of site visit attendees within seven (7) days of solicitation release, so that adequate time is given to process the required country clearance requests. The solicitation as well as all notices/amendments related to the solicitation will be posted to the European Navy Electronic Commerce Online (EuroNECO) and Federal Business Opportunities (FBO) websites at https://euro.neco.navy.mil and www.fbo.gov on or about 15 May 2018. All documents will be published on the EuroNECO and FBO websites. Hard copies of the solicitation will not be provided. All offerors must be registered in the System for Award Management (SAM) database (https://www.sam.gov) to be considered for award of any United States of America, Department of Defense contract. In order to register in SAM, offerors must have a Dun and Bradstreet (DUNS) Number, located at http://fedgov.dnb.com/webform and a Commercial and Government Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental entity (NCAGE) Code (foreign firms), located at http://www.dlis.dla/Forms/Form_AC135.asp. The SAM requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the SAM registration process as early as possible.
