- Sources Sought/Request for Information Directions DRAFT STATEMENT OF WORK TYN Sources Sought/Request for Information Number - TYN 19-9999 This sources sought/request for information notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. When the solicitation is issued, it will be announced on the Federal Business Opportunities website and all interested parties shall obtain the solicitation from this website. 325 Contracting Squadron (325 CONS) at Tyndall AFB, FL is seeking potential sources for the Simplified Acquisition of Base Engineering Requirements (herein known as SABER). The work is required in support of the 325th Civil Engineering Squadron (325 CES). During the contract period, construction tasks will be identified to the contractor who then must furnish all materials, equipment, and personnel necessary to design, manage and accomplish the job. The contractor shall be required to maintain a management office at Tyndall AFB, FL in order to receive work requests and to provide other management services related to accomplishing individual jobs. Individual jobs will vary in regards to dollar value and the estimated numbed of delivery orders per year will range between 30 and 75. The jobs will include tasks in a variety of trades such as carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition and concrete masonry. The purpose of this sources sought notice is to gain knowledge of qualified and interested 8(a) sources in all SBA regions with experience relative to NAICS Code 236220. This acquisition will be a competitive 8(a) set aside, and is anticipated it would be open to firms located in all SBA regions. The basic contract is anticipated as a Firm Fixed Price with Economic Price Adjustment Indefinite-Delivery/Indefinite-Quantity type contract and will include a wide variety of individual construction task orders awarded on a Firm Fixed Price basis. Performance period is one year for the basic plus four one-year option periods. The guaranteed minimum contract amount is $15,000.00 for the basic period only, with a maximum, but not guaranteed, amount of $18,000,000 per year. Work for this contract will include, but is not limited to, a broad range of maintenance, repair and minor construction at Tyndall AFB, Florida and its associated sites. 325 CONS is requesting all interested and qualified 8(a) firms respond to this sources sought notice with the following information: (1) Name, address, phone, fax, e-mail and website if applicable; (2) A list (not to exceed 5) of SABER or similar contracts (IDIQ, etc) your firm currently holds or has completed within the last three years; and (3) Your bonding capacity per contract/action. (4) Identify any estimating software/material (price books) your company employs to develop proposals for construction projects. (i.e. E4Clicks, RS Means) (5) Please review the following attachments and provide comments/suggestions. Focus specifically on any areas that conflict with industry standards (6) What costs would you typically include in a coefficient? The list of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) of contact (contracting officer and QAE/inspector) with phone and fax numbers. Please limit your responses to 5 pages. Oral communications ARE NOT acceptable in response to this notice. The solicitation package and any amendments will only be available electronically to FedBizOpps. No paper copies of the solicitation will be mailed. Once the solicitation is posted, it is the responsibility of the interested parties to review the website for updates/amendments. The closing date for submission of offers will be contained within the solicitation package. Contractors must be registered with the System for Award Managment (SAM) as prescribed in DFARS 252.204-7004 and 252.232-7009 in order to receive award.
