- Capable sources are sought to provide an Optical Spectrum Analyzer for the AFRL/RI, Rome, NY, 13441. This Sources Sought Notice is for planning purposes only. The applicable NAICS code is 334515 with an associated small business size standard of 750 employees. This is a Sources Sought Notice and not a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. Responses will not be returned. No entitlement to payment of any costs by the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from responses to this notice may be used to develop an acquisition strategy and future solicitation. The Air Force is considering whether to set-aside this contemplated Firm Fixed Price (FFP) acquisition for a socioeconomic Small Business. If adequate responses to this Sources Sought Notice are not received, the acquisition may be solicited on an unrestricted basis. In addition, Small Business (SB) sources are invited to respond to this notice. The information obtained from SB responses will be used to augment the Government's market research. If this effort is to be set aside for 8(a) participants, then the clause at FAR 52.219-14, Limitations on Subcontracting, will apply. This acquisition is to provide an Optical Spectrum Analyzer with the following specifications: Wavelength Range: MIN <=350, MAX>=1700 Wavelength Accuracy: +/- 0.05NM Measureable Level: <=-70 DBM Wavelength Resolution (MIN): <=0.05NM Polarization Dependence: <=.2DBM Level Accuracy: +/-1DBM Cutoff Filter for High Order Diffraction: Yes Display: >=10 Inch Color Display Measurement Modes: CW and Pulsed Light Built-In Light Source for Self-Calibration: Yes All responses must be submitted in sufficient detail for a decision to be made on a socioeconomic Small Business set-aside. Failure to submit all information requested may result in a contractor being considered ‘not interested' in this requirement.
