- This is a notification of DLA Aviation's intention to bundle approximately 2,261 National Stock Numbers (NSNs) into a procurement for TF34 Engine performance based supply chain management support. SPE4A2-17-R-SCC3 is the planned solicitation number and is being used for notice identification; however, no solicitation is available at this time. This holistic project is expected to be a single contract action with General Electric (GE) Aircraft Engines. This proposed procurement action meets the definition of bundling at FAR 2.101, and it is likely to be unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA Aviation has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107. The expected benefits of this bundling are listed in FAR 7.107-3 and summarized below: 1) Cost Savings 2) Price Reduction 3) Quality improvements that will save time or improve or enhance performance or efficiency 4) Reduction of acquisition cycle times 5) Better terms and conditions 6) Anticipated quantified savings of at least five (5) percent of the estimated contract value including options If you have any questions regarding this matter, please contact Scott Szczesniak, Acquisition Specialist, at 804-279-5950 or via email at Scott.Szczesniak@dla.mil. The purpose of this notice is to inform interested small businesses that a Small Business Industry Day will be hosted by the Defense Logistics Agency (DLA) Aviation. This is a no-fee event. The Small Business Industry Day will be to explain the Government's rationale for this holistic project and to highlight how small businesses can become qualified suppliers to GE. GE will provide a briefing that will cover their commitment to small business, what it is looking for in a supplier, small business NAICS codes, supplier-teaming resources, and the steps for supplier qualification. The Industry Day will be conducted via telephone conference line ONLY. DLA will NOT host an in person meeting. Pre-registration for conference line access is REQUIRED. Conference line access will be provided once attendance is confirmed. Questions relative to this Small Business Industry Day should be addressed to the Program Manager, Ms. Amanda Parker at Amanda.Parker@dla.mil. Companies are required to e-mail Ms. Parker no later than 1600 EST on the 4th of May 2018 with the following pre-registration information: Company Name and Attendee name(s). Hard copy of the presentation materials will not be provided at the Small Business Industry Day, but will be posted to the FBO website. Please submit questions in advance to Ms. Parker no later than 1600 EST on the 4th of May 2018 via e-mail. As DLA Aviation will not be holding one-on-one sessions, businesssensitive/proprietary questions will be addressed off-line by DLA. Please mark business sensitive/proprietary questions appropriately.
