Box 190022, North Charleston SC 29419-9022 Request for Information (RFI) Automated Meteorological Observation System (AMOS) DUE: 3 May 2018 The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Code 56250 is seeking information on commercially-available Automated Meteorological Observation System (AMOS). The AMOS must be capable of the following: An AMOS refers to a certified Air Force fixed base Automated Meteorological Observation System. The AMOS will satisfy requirements for a system that automatically collects sensed weather elements and formulates aviation surface weather reports (METAR) and synoptic surface observation reports (SYNOP). Surface weather reports from this system will be fully automated with or without human intervention. The AMOS will be an integrated system of multiple weather sensors and data automation components designed to continually measure the conditions of the environment in Antarctica at the McMurdo Station Airfields and South Pole Station in support of flight operations/safety and scientific research. Procurement of the AMOS is required to replace existing legacy Air Force certified systems. The system must be capable of accurately sampling, measuring, and reporting temperature, wind speed and direction, visibility/present weather, cloud base height and amount of coverage, pressure, day/night, and solar radiation. These measurements will be used to derive elements that are required to create properly formatted, fully automated observations that comply with applicable World Meteorological Organization (WMO) and US governmental standards. The proposed system must be adaptable/flexible/expandable. The AMOS is characterized by having high reliability and availability, expansion capability for both sensors and outputs, immunity to induced or applied transients on signal and power lines, and by having all software required for data processing, display, and storage. The system must be capable of utilizing indigenous power sources. The AMOS must be capable of incorporating multiple sensor groups, modularity of the design to permit future expansion, and scalability for deployment of the system in different configurations, and ease of Line Replaceable Unit (LRU) replacement. The AMOS sensor groups must be capable of being mounted on mobile platforms currently in use in Antarctica. The AMOS shall comply with the Information Assurance defined by DoDI 8500.01, Cybersecurity. DoDI 8510.01, Risk Management Framework (RMF) for DoD Information Technology, stating security controls listed by current NIST Special Publication 800-53, Security and Privacy Controls for Federal Information and Information Systems and Organizations, will be used to secure the system. Security control selection will be based on the MODERATE impact categorization, NIST 800-60, Guide for mapping Types of Information and Information Systems to Security Categories. Review of this information is being performed by SSC-LANT Code 56250, which aims to conduct objective comparative assessments and validations of commercial AMOS to determine if the solution meets the Governments requirements. All information received will be treated as public knowledge and may be used in SSC-LANT documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a description of features. 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for inclusion in SSC-LANT projects. If a SSC-LANT project requiring this type of equipment is executed, the equipment selection will be based upon a number of factors, including responder surveys and focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Submittals Respondents are required to submit complete product information that demonstrates the specifications identified above.
