- VA Enterprise Cloud (VAEC) Demand Management Division (DMD) Cloud Support Services (CSS) The Department of Veterans Affairs Technology Acquisition Center is conducting market research to identify interested and capable vendors of performing the tasks described in the attached draft Performance Work Statement (PWS) for VAEC DMD Cloud Support Services. The Office of Information & Technology, Enterprise Program Management Office, Demand Management Division requires technical support services in support of all Cloud services levels, to include: Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS). The support shall include cloud migration, IT and cloud security, IT governance and strategy, IT modernization engineering and operational program management services. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Product Description. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached PWS and must include the following: Name of Company: Cage Code and DUNS Number: Address: Point of Contact /Company Representative: Phone Number: Fax Numbers: Email Address: All vendors shall indicate their business size. All vendors shall indicate any Schedules held on General Services Administration (GSA) or Government-Wide Acquisition Contracts (GWAC) held on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) V to assist in determining acquisition strategy. The preliminary North American Industry Classification System (NAICS) assigned to this requirement is 541519 with a size standard of $27.5 million. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Therefore, this RFI is also issued to determine the availability of verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) that are capable of providing the total Cloud Support Services identified in the attached PWS. Responses should be as complete and informative as possible. It is also requested that the vendor respond to the following questions. Be succinct in your responses. Please limit responses to each item to one (1) page or less, unless otherwise specified. The total RFI response shall be 10 pages or less: Provide an overview of your company including primary services that you provide, size of the company, year established, and certifications. Describe your experience in recommending and validating cloud architecture, design, and operations enhancements for a significant effort in support of a federal agency. Specify the agency s name, size, project type, scope, length, deliverables, and outcomes realized. Describe your experience in successfully establishing and supporting cloud governance for a significant effort in support of a federal agency. Specify the agency s name, size, project type, scope, length, and deliverables, and outcomes realized. Describe your experience in providing assessment, planning, implementation, operations, and performance management services to successfully migrate legacy systems/applications and implement new systems to an enterprise cloud across different/multiple Cloud Service Providers (CSPs) including at a minimum Microsoft Azure and Amazon Web Services (AWS). Provide specific examples for a significant effort in support of a federal agency. Specify the agency or commercial entity name, size, project type, scope, length, and deliverables. Has the draft PWS provided sufficient detail to describe the technical requirements that encompass the VA Cloud Advisory Services to be performed under this effort? ______ YES ______ NO (if No, answer question c) If NO, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective solution. For SDVOSB or VOSB interested parties, identify your intent and ability to meet set-aside requirements for performance of this effort. Specifically, for SDVOSB/VOSB firms, indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms.
