- SOURCES SOUGHT SYNOPSIS (SSS) Fighter Control School Simulator THIS SOURCES SOUGHT SYNOPSIS IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SYNOPSIS, AND RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. RESPONSES TO THIS SYNOPSIS WILL NOT BE RETURNED Purpose The AFLCMC/HBN, Foreign Military Sales (FMS) Division is conducting market research to identify qualified commercial sources with the capability and experience to supply, install, integrate, test and train personnel to operate and maintain a simulation combat operation trainer to be installed for an FMS customer in the Middle East, hereafter referred to as the Host Nation or HN. Potential vendor must be able to provide a warranty and post-sales support. The intent of this notice is to determine the availability of vendors technically capable of providing a Fighter Control School Simulator System (hereafter called the System) to be installed at a Fighter Control School (FCS) in the Host Nation to support training equivalent to USAF Air Force Specialty Code (AFSC) 13B Air Battle Manager basic and advanced Command & Control courses. Instructions to Respondents The potential procurement will be based solely on Non-Developmental Item (NDI) hardware and software, providing capabilities listed in Appendix A. Only simulators proven to be currently operational in the functional role of training Air Battle Managers (or equivalent) to perform duties in a national air surveillance and control systems will be considered acceptable for contract award. Vendors are requested to provide an estimated cost range based upon the requirements in the SSS. The purpose of the estimated cost range is to establish price realism for the Host Nation. Prospective offerors will be required to provide with their proposals, (i) existing Government-approved technical specifications; (ii) user manuals for all system operations and maintenance; (iii) software version history; (iv) list of past customer installations. System tailoring for implementation in the Host Nation environment is expected. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) codes assigned to this procurement are 334511(Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and 611512 (Flight Training).
