Description
QEF Maintenance Statement of Work Notice W52P1J-18-R-QEFM is issued as a combined Synopsis/Solicitation. This notice is for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a notice only. This notice is issued to inform industry of an intended sole-source action and incorporates provisions and clauses that are in effect through the Federal Acquisition Circular 2005-95. The Army Contracting Command- Rock Island (ACC-RI) has a requirement for preventive maintenance, routine and emergency services at the Quality Evaluation Facility (QEF) located at Pine Bluff Arsenal (PBA). The Quality Evaluation Facility (QEF) currently houses, stores, and tests with a variety of toxic chemicals. Mission driven safety precautions and regulatory guidance requires the QEF to maintain negative pressure and proper ventilation throughout its Toxic Lab Wing (TLW) with NO interruptions. This is a 24/7 requirement that must be maintained to provide a proper safe work environment as well as to maintain mission readiness. All critical heating, ventilation and cooling (HVAC) systems being maintained at the QEF are currently controlled by KMC engineering controls. These controls monitor all HVAC activity and are programmed to report any critical failures via telephonic alarm, which would result in an Emergency Response to assess any critical failure(s). Preventative Maintenance checks and Emergency Response to the QEF's KMC controls are just as critical as failures to the HVAC systems themselves. Therefore the QEF requires the Contractor must be an "AUTHORIZED" KMC controls representative. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Harrison Energy Partners (HEP), 1501 WESTPARK DR STE 9, LITTLE ROCK, AR, 72204-2457, under the authority of FAR 13.106-1(b)(1)(i), only one source reasonably available. All interested and capable vendors may provide a submittal that will be reviewed by the Government, a written solicitation will not be issued. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The required services consists of routine maintenance, scheduled and unscheduled repairs. Execution of this contract shall be in accordance with the attached Pine Bluff Arsenal Quality Evaluation Facility (QEF) Preventative Maintenance Statement of Work, dated 18 April 2018.
