- This is a synopsis for the procurement of an estimated quantity of forty-eight (48) Expeditionary 11m Rigid Inflatable Boats (RIBs) over the next five (5) years under a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Naval Sea Systems Command (NAVSEA) intends to issue a small business set-aside competitive Request for Proposal (RFP) to North American Industry Classification System ( NAICS ) code 336612 during the 3rd quarter of FY18 in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Background: An expeditionary variant of the 11m RIB is required to support an emergent and enduring mine countermeasures requirement. Specifically, this boat will support Explosive Ordnance Disposal Mine Countermeasure Platoons (EOD MCM PLT) that conduct operations in Very Shallow Water using the MK 18 Unmanned Underwater Vehicle (UUV) Family of Systems (FoS). Highest priority is placed on fielding the MK 18 UUV FoS with associated Expeditionary 11m RIB variants to conduct assigned missions. A configuration of the Expeditionary 11m RIB equipped with a vehicle Launch, Recovery, and Handling (LR&H) system for interface with the MK 18 Mod 2 UUV will be referred to as the ExMCM configuration. This configuration will have the capability to launch, recover, and handle two (2) UUVs using two (2) Government Furnished Equipment (GFE) davits and two (2) Contractor-built vehicle stowage cradles located in the aft deck of the boat for Mine Counter Measure (MCM) operations. A configuration of the Expeditionary 11m RIB referred to as the Very Shallow Water configuration incorporates an empty aft deck for the stowage and deployment of two (2) F470 Combat Rubber Raiding Crafts (CRRC) or one (1) F580 CRRC. The Government intends to procure molds/tooling for the new hull, deck and console as part of this procurement to use as Government Furnished Equipment for future procurements. Please note that the solicitation will include the following clauses: FAR 52.228-1 Bid Guarantee FAR 52.228-16 Performance and Payment Bonds-Other Than Construction Additional Information: This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that a ll Industry responses and questions received for this Synopsis will be treated as public information and may be released on FEDBIZOPS. The Government will consider all comments received on this pre-solicitation synopsis. The Government does not commit to providing a response to any comment or question. The subsequent revision to any Request For Proposal-related documents based on comments received remains solely at the Government's discretion.
