- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND ACQUISITION PLANNING PURPOSES. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND A FORMAL SOLICITATION IS NOT AVAILABLE AT THIS TIME. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT TO ISSUE AN RFQ, CONTRACT, OR ORDER. Any contractor who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than NOON PM Eastern Time, May 14, 2018. Notification shall be e-mailed to jonathan.hirsch@us.af.mil. Please provide your company's business size, CAGE Code, if you are capable of meeting this requirement. DESCRIPTION OF WORK Remove and Replace a Booster Pump Drive and Controller Panel and 4 Variable Frequency Drive (VFD) Pumps, Joint Base Charleston (JB CHS)-Weapon Station (WS), Charleston SC. The purpose of the acquisition is to provide a new pump package control system, variable frequency drives, software/programming, and associated components to provide for reliable operation of the booster pump system. The Government requests the installation of non-proprietary "open maintenance" products. Open maintenance is defined as products which do not restrict maintenance to a single maintenance provider or restricted number of manufacturer authorized maintenance providers. 1. The intent of this contract is to provide for reliable operation of four VFD booster pumps and constant water pressure at 85 PSI. The system provides water to both clean and fire suppression water lines. 2. Contractor shall substitute two (2) existing VFDs with new VFDs, remove and replace two (2) static drives with new VFDs for a total of four (4) VFDs. 3. Contractor will remove the existing pump controllers and provide software, programming, and associated components to install a new pump controller panel with capability to operate, monitor, and adjust the booster pump system. The new pump control panel shall be mounted on a contractor provided rack, control panel controls and meters must be accessible from floor level. 4. Contractor shall identify its intended control panel manufacturer and ensure a manufacturer representative will be on-site to provide oversight associated with system start-up, adjustment, fine tuning, and testing. Testing shall include demonstration that the system can accommodate demand changes and pump alternation while minimizing pressure fluctuations. 5. The time window for the contractor to compete the move will not exceed ninety (90) consecutive business days, after issuance of a notice-to-proceed.
