- Section J - List of Attachments - Draft Section H17 - Team and Key Personnel Qualifications - Draft Section C - Statement of Work - Draft Request for Information (RFI) 95332418K0008 Independent Evaluation Services in Support of the Benin II Off-Grid Electricity Access Project Evaluation The Millennium Challenge Corporation (MCC) is requesting information from vendors in order to determine if the attached draft Statement of Work (SOW) provides sufficient detailed information to be able to submit a comprehensive technical and cost quotation on a Time and Materials (T&M) basis for Independent Evaluation Services in Support of the Benin II Off-Grid Electricity Access Project. The MCC is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. The objective of this RFI is to receive vendor input on at least the following questions in order to clarify and strengthen the SOW: 1. Does the statement of work contain sufficient information to provide a realistic cost quotation? What additional information might you need? 2. Are any of the tasks described in Section C.5. of the attached draft SOW unclear? 3. What, if any, of the terminology used in the SOW is unclear? 4. Is the description of the Off-Grid Clean Energy Facility's implementation timeline and structure clear? 5. Do the research questions seem answerable based on the information provided? Do any research questions require clarification? 6. What challenges do you anticipate encountering in implementing this evaluation? 7. In addition to the documents listed in Section J of the attached statement of work, what documentation would help you prepare your technical quotation? What additional information would you find useful? 8. Are there any preferred and required personnel qualifications listed in Section H that you would modify, add, or remove? 9. What other questions or suggestions do you have on this SOW? Responses are due by Noon Eastern Time April 25, 2018 and are to be emailed to Mr. David F.
