Description
The U.S. Army Contracting Command - Rock Island, on behalf of Project Director Joint Products, intends to issue a competitive Request For Proposal (RFP), W52P1J-17-R-0131, on or after 1 May2018 with an estimated closing date of 30 days after issuance. The RFP for MK3 Mod 0 and MK12 Mod 1 Pallet is restricted to small businesses, using a Lowest Price Technically Acceptable (LPTA) evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The following items will be solicited: ITEM: NSN: P/N: MK3 Mod 0 Pallet 3990-00-039-0223 564200 MK12 Mod 1 Pallet 3990-00-566-2472 2645217 The applicable NAICS code is 332993, Ammunition (Except Small Arms) Manufacturing, with a size standard of 1,500 employees. The RFP will solicit proposals for one (1) Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. A total guaranteed minimum quantity of 1,000 each MK3 Pallets and/or MK12 Pallets, which will be awarded concurrently with the award of the IDIQ Contract as Delivery Order 0001, is anticipated. The contract will include five, one-year ordering periods, and will contain priced quantity ranges to cover FY18 - FY22 MK3 and MK12 Pallets. First Article Test (FAT) will be required for both items. Contractor is required to provide a FAT report (Contractor Testing) and FAT samples for the MK3 and MK12 Pallets for both Contractor and Government Testing within 270 days after contract award. Production deliveries are required to begin within 65 days after FAT approval for both items, estimated at 365 days after contract award. However, if FAT is waived for any item, production deliveries will be required to begin within 180 days after contract award for that item. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity, with maximum monthly production capacities specified in Section B of the RFP. The Technical Data Packages (TDP) for the MK3 and MK12 Pallet are applied Distribution Statement D, distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. Both TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website shortly after the posting of this synopsis. Interested vendors must be registered with the U.S./Canada Joint Certification Program (JCP) to gain access to the TDPs (see www.dlis.dla.mil/jcp/ for instruction and information). Each individual requiring access to the TDPs must have a FedBizOpps account prior to accessing the TDPs. Access to the TDP will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which was required to be registered within the JCP. The Data Custodian is the sole representative identified to receive export controlled TDPs. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP.
