- The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that can provide a static and dynamic laser light scattering instrument for the characterization of turbid and non-ergodic polymer solutions and complex fluids. Novel technologies that demonstrate quantitative reduction of multiple scattering effects that cause turbidity and strategies for evaluating non-ergodic samples via automated rotation and translation of samples are of interest. The NIST Materials Genome Initiative includes development of fundamental measurement science and acquiring unique data to enable more accurate and confident characterization of polymer solutions and complex fluids. The Materials Science and Engineering Division (MSED) have broad efforts in the advancement of laser light scattering methods and seek new technology in SDLLS. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 1,000 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Note that 13 CFR § 125.6 is applicable to this procurement, and as such, would need to comply with the limitations on subcontracting or qualify as a non-manufacturer (see https://www.sba.gov/contracting/contracting-officials/non-manufacturer-rule/non-manufacturer-waivers). If a small business cannot meet the requirements of 13 CFR § 125.6 in response to the below requirements, it should indicate so in its response. Potential vendors are asked to comment as to their ability to meet or exceed the specifications outlined below; however, this list may be modified and/or expanded should a formal procurement be pursued. Specifications: 1.Provide a benchtop SDLLS system that includes: a.Goniometer-based angular-resolved static and dynamic laser light scattering instrument covering angles from 8 degrees to 155 degrees. b.Using laser light with a wavelength of 532 nm from a frequency stabilized, TEM00 mode diode-pumped solid-state laser with coherence length > 10 m and noise level better than 0.1 % rms. Laser power should be a maximum of 500 mW c.Method of scattered intensity detection shall use dual channel cross correlation to reduce detector after-pulsing effects from avalanche photo diodes that are known to contaminate the correlation function. d.Automated software to record static and dynamic laser light scattering as a function of angle and analysis tools for characterization of molecular mass, radius of gyration, and hydrodynamic radius. 2.Capable of characterization of polymer solutions for: a. Absolute mass-average molar mass from 500 g/mol to 1 000 000 g/mol. b.z-average radius of gyration from 5 nm to 5 microns. c.hydrodynamic radii from 2 nm to 5 microns. 3.Technology to reduce the effects of multiple scattering by two-beam cross correlation. a.Methods that switch between single-beam and two-beam cross-correlation in static and dynamic light scattering mode. b.Methods to improve signal-to-noise in two-beam cross-correlation static and dynamic light scattering by application of intensity modulation. 4.Technology to quantify non-ergodic samples and routes to demonstrate ergodicity. a.Includes sample cuvette rotation capabilities enabling full 360 ° rotation of 1 cm diameter cylindrical cuvettes under software control. b.Capability of sample cuvette translation for use with 1 cm diameter cylindrical and 1 cm x 1 cm square spectroscopic cuvettes. Instructions for Responders: Companies that are capable of providing this static and dynamic laser light scattering instrument are requested to email a detailed report describing their abilities to Wendy.Paulo@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1.Name of the company(s) that offer the required supply. In addition, provide a point of contact for the company(s). 2.Indication of number of days, after receipt of order that is typical for delivery. 3.Rough estimate of pricing (if available, not required); and 4.Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
