- Safety and Workers Compensation Information Management System This is a Request for Information (RFI) only. Any and all information requested in response to this RFI is for Market Research purposes only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions to this RFI will be treated as business confidential materials, become Government property, and will not be returned. Background The Department of Veterans Affairs has a requirement for anew Department-wide System of Records for workers compensation and occupational safety and health data to satisfy the OSH Act of 1970, Section 19(a)(3) and (5). This law requires Federal agencies to keep adequate records of all occupational accidents and illnesses for proper evaluation and necessary corrective action, and to provide access to those records and reports to the Secretary of Labor when requested. VA employs more than 380,000 people and maintains facilities in all 50 states, the District of Columbia, Guam, the Philippines, Puerto Rico, American Samoa, and the American Virgin Islands. In 2017 VA reported more than 8,300 new safety incidents and managed approximately 16,000 active workers compensation cases. Each of these reports requires validation, management, tracking, reporting and archiving. Data related to safety and workers compensation is sensitive, complex, and subject to multiple policies, regulations, and laws. Currently, the same data must be entered multiple times in various formats to fulfill reporting requirements. This duplication of data represents a significant risk to data integrity and the validity of derived reports. In addition, because there is no enterprise repository for VA data, reporting at the Administration, Regional and Department levels demands a significant investment of both time and resources. VA needs an enterprise-level system that supports effective case management, enables all reporting required under the law, is user-friendly, and performs its functions as appropriate to the sensitivity of the data being managed. Executive Order 12196 Department of Labor s Occupational Safety and Health Standards 29 Code of Federal Regulations 1960.1 et seq. 29 Code of Federal Regulations 1904 VA Directive 7700, Occupational Safety and Health, February 11, 2009 VA Directive 5810, Managing Workers' Compensation Cases and Costs, October 23, 2007 Requirement The scope of this initiative is to implement a Department-wide web-based solution that will enable consistent, accurate management and reporting of safety and worker s compensation data. The solution will reside on a virtual server behind the VA firewall. The system will manage all workplace safety incidents, employee injuries, and return-to-work, as well as tracking workplace violence incidents and occupational safety and health inspections/evaluation throughout VA. The system will enable: Compliance with related Federal rules and regulations Complete case data transfer from legacy management information system Access from every VA work location, including remote worksites Anonymous, non-attributional reporting of unsafe or unhealthful working conditions Effective management of each incident from identification through resolution, reporting, and archiving Workflow management (e.g., data entry, submission, review, revision, attachments, resubmission, forwarding, notifications) End-to-end case management for all workers compensation claims Near real-time data capture and transmission Storage, processing, and retrieval of all records related to incidents Production of periodic, recurring, and ad hoc internal and external reports at the facility, regional, administration, and Department levels to fulfill internal and external reporting requirements (reports compliant with required Government forms) Production of pre-formatted and ad hoc reports (metrics/analytics) Design and scheduling of recurring reports based on evolving information needs Efficient data management (enter once/use many) Data export to MS 2010 suite/other formats to support data analysis Full compliance with all applicable security and privacy requirements Protection of data and limiting access to authorized personnel only Restricted access based on user group assignment and System Administrator approval Connectivity with the DOL iFECS data management network Connectivity with the DOL Bureau of Labor Statistics data management network Intuitive graphic user interface (GUI) User groups run the gamut from any VA employee, to facility Safety Officers, Worker s Compensation Specialists, Supervisors, Management, System Administrator, and Program Officials, responsible for internal oversight and external reporting. User groups need to be established and data access rights assigned. Training on the system must be tailored to each user group; electronic user manual; online help screens shall be integrated into the solution. Response Instructions In response to this RFI, VA is looking for viable sources to provide the above requirement. The following information is requested: 1. Please provide a brief overview of your company s approach to Safety and Workers Compensation Information Management System solutions. 2. Can your company support all elements of this turn-key solution? 3. Are there any elements of a Department-wide rollout of a Safety and Workers Compensation Information Management System that are critical to success and have not been included in the list above? 4. Please indicate your company s socio-economic status (e.g., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone). If you are a Service-Disabled or Veteran Owned Small Business, is your company certified in VA s VetBiz (www.vip.vetbiz.gov) repository? 5. Please provide your standard commercial price structure for licensing the Safety and Workers Compensation Information Management System software solution, as well as commercial price history and a rough order of magnitude for the same or similar products/solutions. 6. Please provide all GSA schedule and/or GWAC contract information. It is requested that interested contractors submit a response (electronic submission) of no more than 10 pages in length, single spaced, 12 point font minimum that addresses the above information.
