Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Regina A. Richter Lagha, PhD., located at 1520 W. Carson St. Apt 244, Torrance, CA 90501. This requirement will be used for Educational Evaluation of the VA Geriatric Scholars Program for the Greater Los Angeles Healthcare System Geriatric Research Education Clinical Center (GRECC) in VISN 22. VA Greater Los Angeles Healthcare System for the VA Geriatric Scholars Program, is requesting single source procurement of Educational Evaluation support from Regina A. Richter Lagha, PhD., who is needed to provide expertise in educational evaluation with experience in medical training and education to delineate and conduct an evaluation program to measure the long-term impact on patients, including quality indicators and outcomes that can be assessed through administration healthcare encounter records and that reflect change in practice after attending Geriatric Scholars Program activities. Specific tasks include: 1. Evaluate impact of implementation of dashboards on the Geriatric Scholars Program and its quality improvement (QI) component. 2. Review >800 Geriatric Scholars Program quality improvement (QI) projects and determine which projects might be amenable to meta-analysis or other type of evaluation. 3. Independently implement an evaluation process to determine usability of new QI dashboards and provide feedback to programmers responsible for creating the dashboards and for using dashboard data for assessing provider behavior and patient-level outcomes. 4. On a continuous basis, coordinate and regularly communicate with the VA VERITAS data analytic center in Salt Lake City that will provide the programming to automate dashboards and provide operational analysis of Geriatric Scholars Program impacts. 5. As an external evaluator, specify variables, data definition, formats etc. to focus analytic operations by VA VERITAS group. The proposed period of performance will be from 8/5/2018 through 8/4/2019. The estimated value is of $24,950.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 5/9/2018. The place of performance is as follows: REGINA A. RICHTER LAGHA located at 1520 W. Carson St. Apt. 244 Torrance, CA 90501. The North American Industry Classification System (NAICS) for this requirement is, 541720 Research and Development in The Social Science and Humanities. The Small Business Administration size standard for this sector is $20.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
