- Sources Sought for Commercial Item Purchase THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. BACKGROUND The Department of Veterans Affairs, Non-VA Purchased Care, on behalf of Office of Community Care (OCC) has requested the Commodities & Services Acquisition Service (CSAS), Golden, Colorado, to procure qualified community dialysis providers. These providers will deliver, supervise, and monitor outpatient chronic dialysis services to include: Center-based Hemodialysis, Home-based Hemodialysis, Peritoneal Dialysis, and Training for Home-Based Modalities to eligible authorized Veterans referred for care. Services may be required in the geographical areas of the United States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. National Contract Dialysis contracts are relied upon to bridge the gap for Veterans dialysis services for those VAMCs lacking internal capacity, and in regions that do not have Dialysis services available through other national contracts. While CSAS is currently awarding national healthcare contracts, Community Care Network (CCN), has not contracted Dialysis services in some areas of the country, and will ultimately take some time for them to assume the dialysis services. The Government s intention is to bring Regions on board in the order of: Region 1, Region 3, and Region 2 with the CCN contract (table below). A separate contract with another federal agency is currently soliciting for Region 4 which may or may not cover Dialysis services. CCN contractors must meet healthcare delivery requirements no later than 12 months after contract award date. At that time, Dialysis patients currently covered under these new contracts shall have their authorizations transferred to the CCN contractor in the assign region. There must be no gap in coverage, as Dialysis is a critical service. Renewing existing National contracts will allow the government to receive economies of scale from continued negotiated firm fixed prices and quality oversight. We are requesting a new solicitation for the base year plus four option years. Because of this Sources Sought notice, VA CSAS may conduct a competitive procurement and subsequently award a contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible, or other important factors. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in Sam.gov, and VIP (if applicable) at https/://www.vip.vetbiz.gov. Technical Questions: Interested business organizations that would like to assist the Government in streamlining our requirement are encouraged to submit responses to the questions below. Please submit your responses electronically to the email address provided at the end of this notice. Responses should include the following information: What are your current rates for the following services (answered as a percentage of Medicare): Center Based Hemodialysis Home Based Dialysis Center Based and Home Based Peritoneal Dialysis Training for Home Based Modalities What is your company s socio-economic status? Do you operate regionally, nationally, or in another way? Please explain. Regarding payment timeframes, what do you consider a reasonable timeframe to receive approved invoice payments that may have been delayed due to administrative issues? Regarding initial onset date of dialysis treatment, the Government is considering including onset training in the vendor s fee schedule. Do you see any obstacles to this? if so, please explain. How has low volume Medicare pricing been determined and applied in your previous contracts? Quarterly, Yearly, or another means? Please explain. Does your company currently exchange electronic medical records with the Government? What protocol do you utilize, Electronic Data Interchange (EDI), Virtual Lifetime Electronic Record (VLER), VIRTU or a different protocol? Which type? What, if any, obstacles have your company faced when implementing electronic medical record exchange? The VA is currently awarding multiple Community Care Network (CCN) contracts differentiated by region. (Please see table below). What, if any, obstacles would there be if the dialysis award was also set up regionally? How does your company separate service areas to ensure efficient patient care, by state, zip code, or another method? Please explain. How would your company implement the quick and efficient transfer (from current Dialysis contract to CCN) of Dialysis authorizations to prevent any break in care?
