- Page 2 of 4 REQUEST FOR INFORMATION On-Line Pharmaceutical Reference database Description 1.1 The Department of Veterans Affairs, in support of the Facilities Management Service, is seeking information on how an interested contractor could provide NCO 4 s VA Medical Centers and CBOC s with an On-Line Pharmaceutical Reference database. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the VHA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Veterans Health Administration (VHA) will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background. The U.S. Health Care System has transitioned from hardcopy medical references to electronic reference databases. Staff in VISN 4 require online web access to searchable medical reference databases for quick and easy retrieval of up to date and evidence based medical information for health care providers and patients. Electronic medical references reduce the need for multiple individual copies of expensive resources, and eliminates the need to periodically update multiple hard copies (which can be a source of errors). The electronic method provides a more efficient manner of retrieving medically necessary information to meet the clinical mission of serving Veterans within the VISN 4. VISN 4 currently utilizes Clinical Pharmacology, which is a real-time, web-based drug information software solution. 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a Capabilities Statement. Please include your Socioeconomic Status (SB, LB, SDVOSB, etc.) as attested by your SAM Registration. If you have this product available via a GSA contract, please provide your GSA Schedule # with your response to this RFI. 3.2 Capabilities Statements should include the ability to provide access to the following content listed below: Drug Monographs shall include at a minimum the following information: Adult and Pediatric monograph Description/Classification of Drug Mechanism of Action Pharmacokinetic/Pharmacodynamics Administration Instructions Monitoring Parameters Contraindications/Precautions Pregnancy/Breastfeeding Interactions Adverse Reactions How Drug Supplied US and Global Drug Names Reference Sources Reports shall include Drug interaction reports including information that may impact lifestyle (caffeine, enteral feedings, ethanol, food, grapefruit juice and tobacco). Product Comparison IV Compatibility Adverse Reaction Clinical Comparison Patent Report Drug Lists shall include Drug Monograph Investigational Drug Monograph Complementary and Alternative Medicine Monograph Beers Drug List Combination Chemotherapy Regimen Products with REM Products with MedGuides Boxed warnings Interaction with Grapefruit Confused Drug Names Not Recommended for Splitting Package Require Dilution Do Not Crush ISMP High Alert Medications for Acute and Community/Ambulatory Narrow Therapeutic Index Patient Education Information shall include MedCounselor education sheets Discharge instructions by condition or drug product Mosby Nursing Consult Resources/Links shall include access to Manufacturer contact information Laboratory reference values Clinical Calculator to include general dosing, BSA, emergency medication calculation, carboplatin, aminoglycoside, vancomycin, heparin, phenytoin and opioid medication conversion. Drug class overview Vaccine Information Sheets (VIS) Natural Medicine Database Pharmacist s Letter Toxicology (ToxEd) Drug Identifier Searchable by imprint/marking with options for color, shape, scoring and dosage form. Search results provide drug name and dosage strength, product picture, manufacturer, NDC, active and inactive ingredients. Find Option for Drug Information by the following: Indication, Contraindication/Precautions, Adverse Reaction, Drug Classification, NDC, Manufacturer, Classification by Product and Multi-Criteria. 3.3 Capabilities Statements must be in Microsoft Word for Office 2000 compatible format and are due by April 23, 2018 at 12:00 PM EST. Responses shall be limited to 10 pages for Section 2 and submitted via e-mail only to derrick.maruski2@va.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the RFI submittal website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after April 20, 2018 at 12:00 PM EST will be answered. 5.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide On-Line Pharmaceutical Reference database Services. The information provided in the RFI is subject to change and is not binding on the Government. The VHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
