Description

This is a PRE-SOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. The solicitation will be posted on the Federal Business Opportunities (FBO) website approximately April 18, 2018. Applicable NAICS code is 561790. SBA Small Business Size Standard is $7.5 Million. This requirement is a 100% SET-ASIDE competition for SMALL BUSINESS only. All qualified offerors are invited to provide their proposal. The Contractor shall provide all labor, supplies, equipment, and required production in accordance with the RFQ statement of work. Contracting Office Address: VA Black Hills Health Care System, 113 Comanche Road, Ft. Meade, SD, 57741. Point of Contact: Angela Beck, Contracting Officer: angela.beck@va.gov The Department of Veterans Affairs, VA Midwest Healthcare Network (VISN 23), Minneapolis Veterans Affairs Health Care System (MVAHCS) has a requirement for the cleaning of the Flag Atrium walls from the top of the Health Care System hospital building to the bottom. The building address is located at One Veterans Drive, Minneapolis, MN  55417. This work will require extensive scaffolding be erected, or a boom lift, to enable workers to get up to the top of the building. The workers will need to start at the top and either suck the dust and debris into a machine, or blow down the dust and debris and catch it in another manner. All walls, columns, windows and ledges shall be cleaned throughout the entire Atrium per the statement of work in the tentative Request for Quote (RFQ) in order to award a single, firm fixed-price Contract. The performance period will begin no later than 6/1/2018. The solicitation and any subsequent award will be conducted in accordance with FAR Part 13, and relevant sections of the Federal Acquisition Regulation and Veterans Administration Acquisition Regulation (VAAR). All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov. All respondents must be registered as a Small Business. No other information is available until issuance of the solicitation. Questions regarding this solicitation must be in writing. Responses to questions pertaining to the solicitation will be provided through May 1, 2018 only. This notice is for informational purposes only and is not a request for offers.
