Description
The Contracting Department, NAVSUP Fleet Logistic Center Norfolk, Norfolk, VA, 23511-3392; intends to negotiate an Indefinite Delivery/Indefinite Quantity type contract with Firm-Fixed Price provisions and utilize procedures under FAR Subpart 13.5 Commercial Item Test Program for Advanced EOD Special Operator Courses (AESOC). Explosive Ordnance Disposal (EOD) Special Operations Force (SOF) Companies provide EOD Command and Control and tactical capabilities to support Naval Special Warfare Squadrons (NSW RONS) and U.S. Army Special Operation Force (SOF) Groups. EOD support requirements and missions are functionally organized to locate, identify, and mitigate or render-safe ordnance or associated hazards and threats that impede dominant maneuver. The Contractor shall provide eight (8) Advanced EOD Special Operator Courses (AESOC) courses of instruction (COI) to educate and train EOD personnel in advanced electronics, circuit diagnostics and detonator defeat, manual access techniques, Intrusion Detection System (IDS) Recognition and Defeat, hostage handling, immediate EOD actions, precision disruption and x-ray techniques, Sensitive Site Exploitation in combat environments related to EOD, Home Made Explosive identification, processing, production, disposal, and dynamic disruption, Category A and Special Operations EOD threat assessment, mission planning, and Chemical, Biological, Radiological and Nuclear (CBRN) operations. The Contractor shall provide all labor, materials, facilities and equipment, including but not limited to: all qualified instructors, labor, role players, training aids, explosive materials, facilities, equipment necessary, and any items necessary to instruct and train U.S. Navy EOD Personnel in the specified areas. The Government expects a turn-key COI and the training curriculum shall be support by a three week (5 days per week) COI with a minimum of seven (7) hours and maximum of ten (10) hours of instruction per training day. Each AESOC course shall instruct a minimum of eight (8) and a maximum of twelve (12) students per year. Training will be ordered as needed and will be held at off-base locations and do not require any type of on-boarding, CAC card access or transitioning. A complete RFP package will be available on or around 26 April 2018 by downloading the documents at the NECO Website as follows: https://www.neco.navy.mil or at https://www.fbo.gov/. The place of Performance will be United States. The North American Industry Classification System (NAICS) code for this acquisition is 611519, Other technical and Trade Schools Specialized military training. This NAICS has a size standard of $15M. (See https://www.census.gov/eos/www/naics/index.html for additional information). This RFP will be set-aside for Service-Disabled Veteran-Owned Small Business concerns. The resulting contract will consist of a one(1) year Base Period, four (4) one-year Option Periods and will include the FAR 52.217-8 Option to Extend Services clause for an additional six (6) months of service, if necessary. All options will be evaluated in accordance with FAR 17.206(a). Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available for download at the above site. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
