- PACE Specs PACE DIL PACE SOW This is a notice of intent to award a sole source contract. The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) has a requirement for a flight propellant tank for the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) spacecraft. NASA/GSFC plans to award a sole source contract to Orbital ATK, Inc., Commerce, CA for one (1) flight qualified Propellant Tank for the PACE mission with the requirements listed in the attached Statement of Work (SOW), Performance Specification (SPEC)and Deliverable Items List and Schedule (DILS) documents. The proposed contract is anticipated to be awarded in September 2018 with delivery of the flight Propellant tank due 13 months after contract award. NASA/GSFC intends to award the contract on a sole source basis to Orbital ATK, Inc. in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Orbital ATK, Inc. is the only known source, which can produce a spaceflight qualified diaphragm propellant tank at the required volume to meet the PACE propulsion propellant tank requirements. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m., Eastern Standard Time, on May 1, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
