Description
The Center for Domestic Preparedness (CDP), Federal Emergency Management Agency (FEMA), U.S. Department of Homeland Security (DHS), intends to issue a within scope modification to increase the ceiling of Contract No. HSFE20-14-C-0050 with Apprio, Inc. 425 3rd Street SW, Suite 890, Washington, DC 20024-3206, for continued Training Support Services at CDP in Anniston, AL. Due to Hurricanes Harvey, Irma and Maria the number of students requiring training support services at CDP, to include transportation costs, increased significantly during this disaster surge period. As a result of these disasters the contract amount will need to be increased by $2,500,000 to cover ODC expenditures through the end of the current contract on 3/14/2019. Contract HSFE20-14-C-0050 is currently in its last option period and this increase in ODCs is necessary to allow for completion of the current contract while a new re-competition is in progress. PLEASE NOTE THAT THE RE-COMPETITION WILL BE POSTED UNDER A SEPARATE FBO POSTING IN APPROXIMIATELY 2-3 MONTHS. The authority of the sole source shall be on a sole source basis using the authority 41 U.S.C. 3304(a)(1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice serves as a notice of intent to award a modification under the current contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and a capability statement by April 30, 2018 at 12:00 pm EST, which will be considered by the agency. CDP/FEMA/DHS will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted to the Contract Specialist, Laura Harshbarger at: laura.harshbarger@fema.dhs.gov and the Contracting Officer, Gary Topper at: gary.topper@fema.dhs.gov A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any modification to the existing contract.
