Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification for engineering efforts associated with the incorporation of revised and additional capabilities with the Frigate Combat Management System (CMS) already in development by Lockheed Martin Rotary and Missions Systems (LM RMS), located in Moorestown, New Jersey (NJ), in support of the restructured Frigate program. The contract covers FY18 through FY23 requirements and will include a period of performance of 63 months from the time of contract award. The planned contract action will modify CMS capabilities under development and integrate increased combat system element capability, resulting in a Frigate Weapon System that aligns with the increased Guided Missile Frigate (FFG(X) Class ships) Combat System. The contract modification will include the following: • Frigate Weapon System (FWS) software development and Combat Systems (CS) integration into FFG(X) Class Ship. Development of FWS software to include support of delta system requirements review thru the final delivery of FWS software once functionality is demonstrated thru operational testing. CS integration efforts include support of the delta system requirements review through completion of detailed design and testing of the Frigate Combat System. The contract will include options for the following: • Engineering Support to include feasibility studies and project engineering The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. LM RMS is the only source that can meet the Navy’s Frigate shipbuilding program schedules. This notice is not a request for competitive proposals.
