- The NAVAL Supply Systems command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to issue a firm fixed price (FFP) contract for underwater welding training and cewrtification services in support of Underwater Construction Team One (UCT-1). The requested services consit of training and certification from Lloyds Register: Welder Performance Qualification AWS D3.6:1999 Code certificate from the International Diving Institute and AWS/ANSI approval process. The policies and procedures of Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures, apply to this procurement. This procurement will be solicited unrestricted. The NACICS code applicable to this procurement is 611519. The size standard is $15,000,000. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotes. However, all quotations received by the closing response date will be considered by the Government. A determination by the Government no to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online, or NECO). The solicitation is expected to be available on or about 16 April 2018. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit button on NECO to submit a quotation. All responsible sources may submit a quotation which will be considered by the government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
