Description

FINDINGS: Three (3) offers from SDVOSBs were received. Each offer was evaluated against the criteria published in the solicitation. As stated in FAR clause 52.212-2 Evaluation Commercial Items, of solicitation VA262-17-Q-2037 (pgs. 84-86) of the solicitation, non-priced factors were more important than price and the Government may make contract award to other than the lowest-priced offeror. CONCLUSION: Vet-Biz verified SDVOSB, Mobile Mohs Inc., submitted the most highly-rated proposal at a fair and reasonable price. The proposal was impartially evaluated by the Technical Evaluation Board and represents the best value to the Government, all evaluation factors considered. Mobile Mohs Inc., shall be awarded a Base, plus four (4) Blanket Purchase Agreement (BPA) Contract to provide Contract Mohs Histotechnicians for preparing and processing tissue samples/specimens extracted during surgery for pathology, physician analysis and interpretation on an as-needed basis.
