Description
This is a Sources Sought Notice announcement; a market survey for information only, to be used for preliminary planning purposes. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers, Mobile District anticipates soliciting a requirement for Multiple Award Indefinite Delivery/Indefinite Quantity Firm Fixed Price contract(s). The requirement will cover a one (1) year base period with four twelve (12) month option years, or when overall contract capacity has been met, whichever comes first. The overall shared contract capacity value is not to exceed $49.5 million. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. Scope of Work The awarded will be provide all planning, supervision, labor, subcontracts, travel, and all other things necessary to perform quality assurance through on‐site analysis of facilities and analysis of data contained in the BUILDER SMS database in support of the BUILDER SMS implementation at various Department of Defense (DoD) Army Agencies, as well as other military, civil, and Federal agencies located throughout CONUS and OCONUS. Facility Condition Assessments (FCAs) will be performed under separate contract(s) and are not a part of this requirement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small Business, Section 8(a), HUBZone, SDVOSB, and EDWOSB businesses are highly encouraged to participate. The North American Industry Classification System code for this procurement is 541690 which has a small business size standard of $15,000,000. Note: If, after reviewing this notice your firm believes another NAICS is more appropriate, provide the rationale and justification. Small Business and 8(a) participants are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Interested firm's response to this Sources Sought Synopsis shall be limited to 10 pages and shall include the following information: a. Firm's name, business address, CAGE code and points of contact with telephone numbers and email addresses. b. Firm's Business Size to include SB, 8(a) HUBZone SDVOSB, or EDWOSB designations. c. Firm's Joint Venture (existing), including Mentor Proteges and teaming arrangement information is acceptable. d. Firm's capability and experience related to SMS BUILDER environment to include familiarity with the initiative, data input, reports, etc. Discuss the makeup of your QA staff, potential subcontractors and their qualifications to perform quality assurance as related to analyzing design documents, facility maintenance data systems and activities, etc. Interested firms shall respond to this Sources Sought Synopsis no later than Tuesday, May 15, 2018, at 2:00pm central time. Email your responses to helene.s.mitchell@usace.army.mil. No responses will be accepted by telephone, mail or fax. Submission information will not be returned and will only be used to assist Mobile District in determining sources only. If a solicitation is released it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government's Point of Entry for the release of any solicitation. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Synopsis.
