Action Code: Sources Sought 2. Subject: Procurement of new Brake Band Assembly and Clutch Band Assembly for Ship. 3. RFI No.: W912BU-Brake Band McFarland 4. Response date: 25 April 2018 12:00 PM EST 5. Place of performance: TBD 6. Description: This is a Sources Sought Notice and is for INFORMATION & MARKET RESEARCH PURPOSES ONLY. This IS NOT a request for proposals, quotations, or bids. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the USACE Philadelphia to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code 336611, and to establish that there are adequate large and/or small business contractors for providing the marine work described below. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via Federal Business Opportunities (http:www.fbo.gov). The U.S. Army Corps of Engineers intends to procure new clutch band assemblies and brake band assemblies for future use on Dredge McFarland. All work shall be in accordance with the contract drawings and these specifications. Wherever the specifications differ from the drawing requirements, the specifications shall govern. The contractor shall be responsible for furnishing all necessary labor, material, services and equipment necessary to cast and/or forge, fabricate, assemble, package, mark and ship the assemblies as listed in these specifications. Principal Characteristics: Drawings (See attachments) The following drawings are a part of this specification and provide the available details for manufacturing of the required parts: Drawing No. Revision and Date Title MF-M8-14 (47549) 2, 10 September 1970 Clutch Bands for Drag Pipe Winches MF-M8-15 (47550) 3, 8 March 1966 Brake Bands for Drag Pipe Winches Patterns The patterns shown on the reference drawings are no longer in the possession of the Government. The contractor may elect to make new patterns from which to make new parts. All costs of making new patterns shall be included in the respective Line Item bid price. NOTE - The contractor may elect to manufacture the cast parts by other means. Use of another method is subject to Contracting Officer approval. Tolerance and Surface Finish Requirements All dimensional tolerances for all steel castings shall be in accordance with Tables S51.1 of ASTM Specification for Steel Castings, Designation No. ASTM A27 17. The general tolerances for angles shall be +/ ½ degrees. Except where noted, all machined surfaces shall be machined to a surface finish of 500 RMS. All undefined fillets and break edges shall be deburred and have no sharp edges. Material Requirements All castings where the drawings specify the use of steel castings in accordance with Federal Specification No. QQ-S-681d, Class 65-35, Annealed, shall be manufactured from ASTM Specification for Steel Castings, Designation No. ASTM-A27-17, Grade 65-35, Annealed. All castings where the drawings specify the use of manganese bronze castings in accordance with ASTM Specification for High-Strength Yellow Brass (Manganese Bronze) and Leaded High-Strength Yellow Brass (Leaded Manganese Bronze) Sand Castings, Designation No. ASTM-B147-63, Alloy 8A, shall be manufactured from ASTM Standard Specification for Copper Alloy Sand Castings for General Applications, Designation No. ASTM B584-14, Copper Alloy UNS No. 86500. NOTE - The contractor may elect to use another material or materials that meet the same physical and chemical properties of those listed herein, subject to Contracting Officer approval, should the contractor elect the make the parts in question by means other than casting. All dimensional requirements as shown on the reference drawings shall be remain in effect. All forgings where the drawings specify the use of steel forgings in accordance with ASTM Specification for Carbon Steel Forgings for General Industrial Use, Designation No. ASTM-A235-55, Class C, Annealed, shall be manufactured from ASTM Standard Specification for Steel Forgings, Carbon Alloy, for General Industrial Use; Designation No. ASTM-A668-17, Class C, Annealed. The friction lining material shall be Green Gripper Woven (GGW) manufactured by Scan-Pac Manufacturing. The contractor shall package the Safety Data Sheets for the friction lining material in each crate. All materials to be made from stainless steel or corrosion-resistant (C.R.) steel shall be made from AISI 316 Stainless Steel. All steel hardware shall be SAE Grade 5. All brass hardware shall be commercially-available brass hardware. All other materials shall be as per the drawing requirements. Coating Requirements Prior to the installation of the friction lining material, the contractor shall prepare and paint the entire surface of each clutch band and each brake band with two contrasting coats of PPG Ameron 235, with the final coat being Black. Manufacturing The contractor shall provide all necessary labor, material, services and equipment to manufacture the clutch and brake band assemblies in accordance with these specifications and drawings. Upon completion of the manufacturing of the clutch and brake band assemblies, they shall be ready for future use on the Dredge McFarland upon removal from their packing crates.
