Description

The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is procuring services for the procurement, kitting and packing, and delivery of kits, facilities, and assemblies of Table of Allowance (TOA) items. The mission of Naval Facilities Engineering Center (NAVFAC), Engineering and Expeditionary Warfare Center (EXWC) is to provide expeditionary equipment in TOAs to support Type Commanders ™ mission requirements. The work includes, but is not limited to, the procurement, kitting and packing, and delivery of kits, facilities, and assemblies of all identified items as identified on the Performance Work Statement. Kit descriptions include, but are not limited to, a Berthing Air Beam Facility, Command Post Admin, Hydraulic Hose Fittings Kit (Large), Hydraulic Hose Fittings Kit (Small), Hydraulic Hose Portable Power Crimper Kit, and a Hydraulic Hose Shop Power Crimper Kit. List of contents will be provided with the Solicitation. NAVFAC EXWC intends to award an indefinite delivery indefinite quantity (IDIQ), multiple award contract (MAC) with a 60 month ordering period and a one time minimum guarantee to up to five awardees. Task orders will be issued as firm-fixed price and competed among the MAC holders. In all cases, work must be performed in accordance with federal, state, and local laws, regulations, and instructions. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract action is a small business set-aside for services for which the Government intends to solicit and negotiate with only small businesses. The North American Industry Classification System (NAICS) Code is 561910 Packaging and Labeling Services. As part of the market research, two sources sought notices were sent out for this procurement through NECO and FBO: April 2017 (N3943017R2000) and February 2018, (N3943018RTOAF). A market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to restrict this effort as a total small business set-aside. The NAVFAC EXWC small business office concurs with this decision. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The solicitation utilizes source selection procedures which requires Offerors to submit a technical proposal, a safety proposal, and past performance proposal for evaluation by the Government. The Place of Performance will be at the contractor ™s facility Upcoming Solicitation number will be N39430-18-R-2032 with an anticipated posting date 30 April 2018.
